<strong>Katoomba</strong> <strong>Charrette</strong> <strong>Report</strong> & Town Centre Strategy<br />
Action 7.6.1 - Encourage new development and historic restoration in the town centre<br />
through revision of the statutory requirements for car parking and related contributions. This<br />
will involve a review of the current requirements and incorporation of flexibility to promote<br />
revitalisation.<br />
7.6.2 Visitors / Culture / Entertainment / Accommodation<br />
There was general support in the <strong>Charrette</strong> for attracting more tourism, visitors, entertainment<br />
and accommodation.<br />
The Top End of Town enjoys an important concentration of heritage features, cultural facilities<br />
(present and future), choices of accommodation and modes of access. The Carrington Hotel,<br />
the Main Street crescent of historic buildings and the Savoy are among the heritage treasures<br />
of the area. The <strong>Charrette</strong> proposed a Cultural/Visitors/Arts ‘crescent’ of facilities spanning<br />
the TAFE West, the Old TAFE Site, the Parke Street frontage of the Carrington, John Lekkus’<br />
Clarendon shops property, and the Savoy, all explained in detail in this <strong>Report</strong>. The Top End<br />
enjoys accommodation features including the Carrington and several attract smaller overnight<br />
accommodations, with perhaps more to come. Lastly, the Top of Town is the welcoming<br />
gateway for visitors arriving both via the train station and the Highway. The Top of Town is<br />
contrasted with and complemented by the lower end of Town, which caters more to<br />
convenience shopping, with a somewhat lower concentration of heritage buildings and cultural<br />
features.<br />
The Action Plans below will promote this concentration of visitors, culture, entertainment and<br />
accommodation in the Top End of Town.<br />
Action 7.6.2A - Provide incentives within statutory planning provisions (ie. parking and<br />
development bonuses) for redevelopment that contributes positively to tourism uses in this<br />
precinct.<br />
Action 7.6.2B - Promotion and marketing of the <strong>Katoomba</strong> Town Centre and the Top End of<br />
Town in particular as a tourist destination and overnight stay location in association with the<br />
surrounding natural areas.<br />
Action 7.6.2C - Provide improved facilities for tourists and visitors. These facilities should<br />
include the following:<br />
accessible and quality toilet facilities;<br />
a visitor information service in conjunction with the NPWS, potentially on the TAFE east<br />
site, to provide information about the <strong>Blue</strong> <strong>Mountains</strong>, the National Parks and the<br />
opportunities available for visitors in <strong>Katoomba</strong>;<br />
coach parking facilities in association with redevelopment of the TAFE east site and, in the<br />
short term, an increase in lay-over areas in Parke Street (see Section 8.8 for specific<br />
proposals);<br />
additional information and interpretive facilities throughout the town centre, particularly<br />
at the train station entry point to the town.<br />
