<strong>Katoomba</strong> <strong>Charrette</strong> <strong>Report</strong> & Town Centre Strategy<br />
1.5 How this <strong>Report</strong> Will Affect Future Development<br />
This <strong>Report</strong> has been preceded by the <strong>Katoomba</strong> Town Centre Future Directions Document that was an<br />
interim representation of the ideas and strategies that emerged from the <strong>Charrette</strong>. This document<br />
was placed on public exhibition in late 1998, and numerous public submissions were received. This<br />
<strong>Report</strong> has considered these submissions and will be presented to <strong>Blue</strong> <strong>Mountains</strong> <strong>City</strong> <strong>Council</strong> for<br />
formal endorsement. Then, once approved formally by the <strong>Blue</strong> <strong>Mountains</strong> <strong>City</strong> <strong>Council</strong>, this <strong>Report</strong><br />
will inform new Local Government development control regulations and funding measures for<br />
<strong>Katoomba</strong>, including consideration in the revisions to the Draft Local Environmental Plan 97, or<br />
potentially a specific new Local Environmental Plan for <strong>Katoomba</strong>, as well as possible place-based<br />
Development Control Plans or Design Briefs for Key Sites. How the <strong>Charrette</strong> outcomes should affect<br />
such regulations has not yet been resolved.<br />
The Project Design Briefs detailed in this <strong>Report</strong> for specific key sites will likely influence consideration<br />
of development on those sites.<br />
1.6 The Accuracy and Completeness of this <strong>Report</strong>, and Public<br />
Consultation<br />
An exhaustively complete record of all the information and public input gathered as a result of this<br />
<strong>Charrette</strong>, as well as all the possible designs considered, is well beyond the scope of this <strong>Report</strong>.<br />
Minor omissions surely exist. However, once approved formally by the Client, this <strong>Report</strong> is meant to<br />
serve as the definitive record of the <strong>Katoomba</strong> Revitalisation <strong>Charrette</strong>.<br />
Hundreds of stakeholders were involved in this well-attended <strong>Charrette</strong>. The <strong>Charrette</strong> was quite well<br />
publicised beforehand, and letters of invitation were sent to key stakeholders, including government<br />
agencies. However, it is just not possible to consult with absolutely everyone. Some stakeholders may<br />
have been out of town or ill or unaware of the proceedings. The <strong>Charrette</strong> organisers regret if anyone<br />
feels he/she was left out; we hope they can forgive the inadequacies inherent to public consultation,<br />
even in the best of circumstances.<br />
1.7 Post-<strong>Charrette</strong> Stakeholder Input<br />
The <strong>Blue</strong> <strong>Mountains</strong> <strong>City</strong> <strong>Council</strong> received numerous submissions from stakeholders after the<br />
<strong>Charrette</strong>, mostly favourable toward the <strong>Charrette</strong>, and many with constructive suggestions. The<br />
content of most of those submissions has been absorbed into this <strong>Report</strong> without specific reference to<br />
their sources, or whether the input came during or after the <strong>Charrette</strong>.<br />
1.8 The Present Non-Binding Status of this <strong>Report</strong> and of the<br />
<strong>Katoomba</strong> <strong>Charrette</strong><br />
While the <strong>Blue</strong> <strong>Mountains</strong> <strong>City</strong> <strong>Council</strong> has approved the <strong>Charrette</strong> in principle and other organisations<br />
have come out in its favour, nothing presented here is cast in stone. Indeed, one purpose of this<br />
Detailed <strong>Report</strong> is to encourage readers to find and suggest improvements to the <strong>Charrette</strong> Proposals.<br />
This <strong>Report</strong> has been principally written by Ecologically Sustainable Design Pty Ltd (ESD), the<br />
consultants hired to lead the <strong>Charrette</strong>. This <strong>Report</strong> reflects ESD’s understanding of the <strong>Charrette</strong>.<br />
Recommendations made in this <strong>Report</strong> do not necessarily represent precisely the desires or positions<br />
