<strong>Katoomba</strong> <strong>Charrette</strong> <strong>Report</strong> & Town Centre Strategy<br />
range of opportunities including the following:<br />
Redevelopment of the SRA Goods Yard site to include dedication and embellishment of the<br />
eastern portion of the site, as part of rezoning negotiations, for a market square and<br />
relocation of the goods shed and crane into this space. This space will provide areas for<br />
public uses and market stalls as well as local community and visitor activities (see Section<br />
9.1)<br />
Improvements to the Civic Centre including creation of linkages through to the TAFE east<br />
site (proposed arts and cultural precinct), development of grassed terraces spilling down<br />
into <strong>Katoomba</strong> Street and new toilet facilities (see Section 10.7).<br />
Provision of small informal rest areas on <strong>Katoomba</strong> Street that can be used for sitting,<br />
lunching and resting.<br />
Provision of open-air children's play area/s.<br />
Action 7.7.1C - Review statutory regulations so they promote the development of privately<br />
operated entertainment facilities in the town centre that could include a cinema, gymnasium<br />
and recreational orientated facilities<br />
7.7.2 The Civic Centre<br />
The <strong>Charrette</strong> found the facilities of the Civic Centre to be well located and appreciated by<br />
many, especially the elderly, but that this building, designed in the late 1960’s ‘Brutalist’ style<br />
of architecture, did not complement the town’s character. The building was found to be badly<br />
laid out and ‘unfriendly’ to <strong>Katoomba</strong> Street, with a fairly dark, crooked and difficult<br />
connection past retail shops to College Lane behind it. Demand emerged also for better and<br />
daylit public open spaces associated with the Civic Centre.<br />
Action 7.7.2A - Improve the physical appearance and expand and improve the functions of<br />
the <strong>Katoomba</strong> Civic Centre.<br />
Action 7.7.2B - Expand or adjust the hours of operation of the <strong>Katoomba</strong> Library to allow for<br />
improved access by the general community after working hours.<br />
The <strong>Charrette</strong> proposed an extensive remodelling of the Civic Centre, which is illustrated and<br />
explained in Section 10.7 of this <strong>Report</strong>.<br />
7.7.3 Cultural/Visitors Centre<br />
As explained in more detail in Section 10.1 devoted to the Old TAFE Site, the <strong>Charrette</strong><br />
identified the Old TAFE site was the best place for a Cultural/Visitors Centre for the Town<br />
Centre, which should incorporate both visitor information and a major art gallery. The<br />
<strong>Charrette</strong> proposed three indicative designs for this Cultural/Visitors Centre, which are<br />
illustrated and explained in Section 10.1 of this <strong>Report</strong>.<br />
Action 7.7.3 - Develop a Cultural/Visitors Centre that provides information for the local<br />
community about events, opportunities and local Government services information, as well as<br />
information to visitors and newcomers.<br />
