Chapter 4 - Socio-Cultural Findings and Analysis benefits for the community as well as how problems associated with tourism development have and/or can be dealt with. 97 In addition, a phased approach to development, which produces some benefits but occurs at a pace suitable to learning, will help to stimulate enthusiasm and build capacity about tourism and related aspects such as business management, entrepreneurship and marketing. These and other forms of access to information and capacity-building can help to create the necessary awareness about tourism that is essential if local people are going to be able and motivated to act on their own behalf. 4.9.2. What are the bases for the community's reactions In order to understand why the people of Shewula have responded in a particular way to the proposed development and to the reserve, and to identify what changes are needed in order to ensure that there is a support for the tourism development, it is necessary to analyse the thinking behind their reactions. To do so, it would be useful to analyse the assumptions that have been made in formulating responses to the initiatives, and then to determine the significance of these for the proposed project. However, before discussing the assumptions that have been made in formulating reactions to the establishment of the reserve and the development of tourism in the Shewula area, it is important to contextualise these against the background of the assumptions originally made when the ideas for establishing the reserve and developing tourism first arose. The assumptions on which the original impetus for a combined conservation and tourism initiative in Shewula was based included the following: • That the land earmarked for establishing a reserve was lying idle and could be better used. • That it was and/or is necessary to conserve this piece of land, or manage it sustainably, especially if this could occur in conjunction with alternative land-use options such as tourism, which would generate benefits for the community. • That the remaining cattle in Shewula could be protected by placing them in a game reserve that could serve as a sanctuary for them. • That the security of the cattle would be ensured because there would be rangers to guard the game, who could then also guard the cattle. • That it would be possible to have cattle and wildlife in the same area. • That tourism would stimulate local economic activity and would help to improve the livelihoods of the Shewula people, since it provides benefits in the form of direct and indirect income, job opportunities and other benefits such as improved infrastructure. Many of these assumptions are evident in the comments of the general community about the two initiatives. The responses documented in sections 4.3 to 4.5 above reveal certain assumptions that have been made about the Shewula Reserve and the proposed tourism development. These include assumptions regarding the purpose of the reserve and how it will function, the nature of tourism and why it has been proposed that a tourism development be established in the Shewula area, and the reasons why those originally responsible for initiating these projects undertook to do so. 87 Some of the Shewula Community members have already had exposure to some such projects. Several members were taken on fact finding missions to community-based tourism developments in South Africa, where they saw the potential benefits of tourism, and how other communities have endeavoured to generate benefits such as income for community development from tourism to their area. 90
iome of these assumptions will have positive implications for the feasibility of stablishing a tourism venture, and the sustainable management of the Shewula leserve's natural resources. Others, however, will not. There are also some ssumptions underlying the Shewula Community's responses which have prempted decisions that must still be made on certain issues. The following table escribes some of the numerous assumptions that have been made throughout the rocess of planning and responding to the conservation and tourism initiatives in ihewula. This table includes a discussion of each assumption, evaluates the validity r appropriateness of the assumption and highlights the implication of that ssumption for the project. ; should be noted that these assumptions could change with time, and that they are educed from information gathered from a limited number of sources. There were Iso diverse, and sometimes conflicting responses. This analysis is, therefore, erived mainly from comments that were repeatedly made by community members, Ithough there are some individual responses that are deemed significant for the sasibility of the project that are therefore also included in this analysis.
