Chapter 9 - The Way Forward 9.5.2. Actions for further development The following table reflects actions that address further development in Shewula, with more detailed notes on each step following the table. 1. These workshops will be most effective if aimed at a specific interest group. The aim of these workshops would be to address broader conservation and tourism issues, as well as engaging in information sharing and capacity building. 2. Techniques that will contribute towards capacity building in the Shewula community: • Tourist trial runs - a series of tourist trial runs are effective in preparing relevant community members for the tourism industry. These trial runs consist of a group of tourists, who are aware of the current context and stage of tourism development in Shewula and are accompanied by a facilitator. The trial runs will provide a useful forum in which an exchange of ideas and information can occur between the tourist and community members, under a facilitation process. As further trial runs are implemented, the aim would be to improve on relevant trial run criteria, such as community participation and benefits flowing to the

Local guides should be trained during such trial runs, as they will fulfil an important function at the interface of the tourist and community member. • Code of conduct - this code of conduct will be a useful tool in which community members will come to grips with the relations that should exist between the tourist and the community. Such an exercise will provide useful capacity building and understanding of the tourism business. • SWOT analysis - a SWOT analysis will identify the strengths (S), weaknesses (W), opportunities (0) and threats (T) of an initiative. This exercise will be useful in engaging community members in the consideration of alternatives for tourism development and will improve their participatory planning skills. 3. All the above initiatives will contribute towards the formulation of a strategic tourism and resource management plan for Shewula. It is necessary for the sustainable future of such initiatives, that community participation be maximised. Exposure to similar community initiatives elsewhere will be a useful technique for capacity building. 9.6. SUMMARY The Shewula community has not had a high level of participation in the initial phases - of tourism and conservation development. They have, however expressed the desire to become more involved in such developments, and higher levels of participation will contribute towards a better chance of sustainability. However the community has a low level of capacity regarding tourism and conservation. It is thus essential to engage interested individuals and groups from the community in capacity building exercises that will prepare them for the implementation and operation phases of tourism and conservation development.
