Agriculture Organisation. The main goal of this project is to establish a natural resource management approach for the area. The aim is to conserve biodiversity and to improve the standard of living of the community members through the sustainable use of natural resources and through facilitating the development of alternative forms of income to that of natural resource use. 2.4.3. Non-Governmental agencies Various NGOs have played a vital role in assisting the Shewula community during the initial stages of the proposed tourism development's planning process. 2.4.3.1. Umbuluzi Catchment Association (UCA) The UCA was formed to facilitate the conservation, management, improvement, and sustainable utilisation of the watershed of the Umbuluzi River by drawing various roleplayers into an association which could address issues of common concern. The UCA is a member of the Co-ordinated Assembly of NGO's (CANGO). The UCA is the NGO that applied to British Council on behalf of Shewula community for funding for the proposed tourism development. The Shewula community is an associate member of the UCA. 2.4.3.2. Legambiente Legambiente is an Italian environmental organisation, and is the largest in Italy. Legambiente's activity focuses on the planning and implementation of environmental strategies and policies with the purpose of protecting nature, and improving public health and quality of life. Its philosophy's underlying principle is a 'scientific environmentalism approach'. Legambiente aims to demonstrate that protected areas not only help to conserve fragile ecosystems, but are also tools to create development and employment in strategic sectors. This is especially important in the context of rural development, and communities around protected areas. Legambiente has an interest in assisting with capacity-building and natural resource management in Shewula. 2.4.3.3. 'Cooperazione per lo Sviluppo dei Paesi Emergent!' (COSPE) COSPE stands for 'Cooperation for the Development of Emerging Countries'. COSPE is an Italian NGO that is dedicated to the support of sustainable natural and human development, particularly in the area of urban and rural development projects, community-based natural resources management, and training. Based in Florence, COSPE is involved with community-based projects in many countries of Africa, Central America, and Asia, and is recognised by the European Union and the Italian Ministry of Foreign Affairs. COSPE operates through close partnerships with local NGO's, and/or decentralised governmental institutions in the recipient countries, and has been working in collaboration with Legambiente on community-based projects within the framework of the establishment of TFCAs.
2.4.3.4. British Council The British Council, registered in England as a charity, is the United Kingdom's international network for education, culture and development services. Central to the Council's development work is investment in people. The Council provides access to the wide range of development expertise in Britain. Its field network of offices worldwide also enables the Council to build links between development experts in neighbouring countries and regions. The Council's development work supports British aid policies, funding long-term projects which include a strong commitment to human resource development, skills transfer and strengthening local institutions. Areas of concentration for the Council include education and health, efficient markets, good government, greater opportunities for women and environmental conservation. The British Council's Southern Africa regional directorate is responsible for the British Council's work in Angola, Botswana, Lesotho, Mauritius, Madagascar, Seychelles, Mozambique, Namibia, South Africa and Swaziland. The British Council aims to contribute towards sustainable economic and social development through assisting people and institutions. This includes managing twelve major projects to the value of over £18 million pounds funded by DFID (Department for International Development) and other agencies. The application for tourism development in Shewula to the British Council was awarded under the poverty alleviation program of DFID, in the hope that it will stimulate the local economy and assist in poverty alleviation in the Shewula area. 2.4.4. Community-related institutions and initiatives The following is by no means an exhaustive discussion of the Shewula community's socio-economic and political character, but is intended to serve as an indication of the context within which the study took place, and to provide the necessary background to readers unfamiliar with the community. 2.4.4.1. Local politics and organisations The Existing Traditional Leadership structures include: • The Chief of Shewula, Chief Mbandzamane Sifundza. (Chief Sifundza was recently appointed by the King as a Senator in the upper house of parliament, namely the Senate); • The Chiefs inner council (Libandla); • The Indvuna, and his inner council; • 13 Headmen; 47 • 13 Land Allocators; 48 and • Approximately 8 Chiefs runners. 49 Existing organisations and interest groups include: 47 See Appendix 8 for details. 48 Land allocators are in a position to allocate land to people in the community under the Chiefs authority. 48 The Chiefs runners are responsible, among other things, for accompanying community members to the necessary institutions (such as a passport office) to certify that they are, indeed, members of the Shewula Community.
