In order to address the negative relations between neighbours, a forum was created between the various parties involved which has since grown into a body that is now called the Shewula-Mbuluzi-Mlawula Trust. Members of this Trust have been instrumental in helping to initiate, and provide support to, the initiative of establishing a tourism development in Shewula. For ease of reference, this Trust was often referred to as the Shewula Trust, and those involved with the proposed tourism development the Shewula Trust Working Group (STWG). This Trust and the subcommittee of the STWG are not to be confused with the Shewula Game Reserve Trust (SGRT), which consists of Shewula community members only. 2.4.5. Economic development and biodiversity conservation initiatives Various initiatives are in place or are being developed to facilitate biodiversity conservation and tourism development in Swaziland. These include the Lubombo Spatial Development Initiative, the Transfrontier Conservation Areas initiative, and Swaziland's Economic and Social Reform Agenda. 2.4.5.1. Lubombo Spatial Development Initiative The Lubombo Spatial Development Initiative (LSDI) is a trilateral program between the governments of South Africa, Mozambique and Swaziland to secure investment and enable developments in the key sectors of tourism and agriculture. A priority focus is on transnational projects. In Swaziland, the tourism sector has the potential to grow within the framework of the LSDI, with the identification of anchor projects and with appraisals of tourism potential having been conducted. The governments' role is to facilitate or fast track development in six areas: conservation, borders/access, water resources management, capacity building, infrastructure and malaria control. Swaziland's LSDI task group, which facilitates the development process in Swaziland, consists of representatives from the Ministries of Economic Planning and Development; Tourism, Environment and Communications; and the Ministry of Agriculture. The LSDI has high level political support in Swaziland, and provides a window of opportunity for the Lubombo Conservancy and the Shewula Reserve and tourism development project. 2.4.5.2. Transfrontier Conservation Area Initiatives a) Maputaland TFCA The Peace Parks Foundation (PPF) was established to promote and facilitate regional cooperation, job creation and biodiversity conservation, primarily through providing support to transfrontier conservation initiatives. These transfrontier conservation initiatives can make an important contribution to the conservation of a region's biodiversity and provide a basis for sustained peace and development by getting countries to work together on such initiatives.
One of the transfrontier initiatives is the proposed Maputaland Transfrontier Conservation Area (MTFCA). The aim is to create a TFCA that links the Lowveld of Swaziland with the low-lying coastal plains of southern Mozambique and northern KwaZulu Natal through the Lubombo Mountains. The establishment of the Lubombo Conservancy can therefore be seen as the first step towards the formation of the MTFCA. The area supports an unusually high biodiversity by virtue of its position at the confluence of a number of biogeographic regions. Thus the proposed TFCA should be situated at the core of the Maputaland centre of endemism and high biodiversity, and thus has global significance. The PPF is providing support to the Lubombo Conservancy, with the objective of strengthening the initiative to enable it to contribute to transfrontier objectives. Within the framework of supporting the formation of the Lubombo Conservancy, the PPF is providing funding to the Shewula community to aid the establishment of a sustainable and feasible tourism development. b) Biodiversity Conservation & Participatory Development Project. This is a project proposed by the World Bank, and is to be implemented by the Government of Swaziland and the Swaziland Environment Authority, with initial financial support from the Global Environmental Facility (GEF). The aim of this project is to contribute to the development of a sustainable biodiversity conservation management system for Swaziland's resources, with particular emphasis on two proposed development corridors. • An east-west corridor linking the coastal areas of Mozambique and South Africa with the Drakensberg escarpment; and • A north-south corridor along the Lubombo Mountains consolidating the important ecosystems of the Maputaland Centre of Plant Diversity with the Kruger Park In South Africa, and the newly formed Transfrontier Conservation areas in Gaza and Maputo Province in Mozambique. These two corridors are geographically linked in the east of Swaziland and would be developed in a fully integrated way. The project supports ideas presented in 1993 in Swaziland for a Biodiversity and Tourism corridor linking South Africa through the Nkomati escarpment to the Lubombo Mountains and the Lubombo SDI. 52 The project hopes to develop existing high tourism potential along the two corridors by consolidating and enhancing Swaziland's protected areas system. At the same time, local stakeholders would be involved in economic opportunities consistent with biodiversity conservation, such as community-based tourism ventures and commercialisation of medicinal plants. 2.4.5.3. Economic and Social Reform Agenda: Tourism The Economic and Social Reform Agenda (ESRA) was presented by the Prime Minister at a time when economic growth had slowed considerably, direct foreign investment had virtually stagnated, job creation was almost at a standstill, and social services were seriously stretched. 52 Proceedings from a workshop held in August 1993 in Pigg's Peak entitled 'Swaziland-Mozambique Integrated Environmental and Tourism Management, unpublished.
