Chapter 5 - Environmental Evaluation of the proposed Shewula Tourism Development tourism development(s) by identifying the areas of high conservation status in the Shewula area, and by maximising the tourism product that Shewula has to offer. With the expected scale of the development, there is unlikely to be significant impacts on areas of high conservation status. 5.4. RECOMMENDATIONS 5.4.1. General recommendations The following general recommendations can be made: • The environmental legislation of Swaziland, in the form of the Environmental Audit, Assessment, & Review Regulations (1996), should be adhered to, so as to ensure that the relevant environmental issues are integrated into the planning process for the proposed tourism development in Shewula. • The generic Initial Environmental Evaluation (IEE) in Appendix 2 should be used as a template for the final IEE to be submitted to the Swaziland Environmental Authority (SEA), as per the process to be followed according to the Regulations. • All environmental impacts and benefits identified and assessed, should be evaluated once the concept plan has been finalised, so as to verify the direction (positive or negative), magnitude (size), mitigation and significance of the impacts of the proposed tourism development. • When planning future tourism development in more detail, care should be taken to determine the carrying capacity or limits of acceptable change at the three levels of site, reserve and conservancy. Further research should also determine whether or not the proposed tourism development would be to the detriment of another established or planned tourism development in one of the other reserves in the Lubombo Conservancy. • A strategic assessment should be undertaken to determine the conservation status and natural resource distribution within the proposed Shewula Reserve, and in the greater Shewula area. 5.4.2. Specific recommendations 5.4.2.1. Recommendations for compliance with the reporting requirements for the IEE and CMP The Regulations recommend certain reporting requirements for the IEE and the CMP in the Second Schedule of the Regulations. In addition, various environmental norms and standards are in place regarding report-writing for environmental assessments. 5.4.2.2. Recommendations for the Initial Environmental Evaluation The Initial Environmental Evaluation (IEE) should be undertaken in two main stages: a) Scoping study The purpose of the Scoping study is to identify any potential environmental impacts, issues and concerns to be addressed in the Initial Environmental Evaluation. The 127
main element here is public consultation and participation, where the key l&APs are identified and consulted. This has been carried out at a generic level, with some specific initial assessments. Further work should be carried out once the concept for the tourism development is finalised. b) Integration of information The findings of the Scoping study, and any other relevant information from a literature review, should be integrated to produce the assessment component of the IEE. Based on the information obtained from evaluating the possible impacts on the broader environmental components, the study team recommends that the final evaluation should assess the potential impact in terms of the significance of the identified impacts and their status. Box 5.2 contains a description of how the significance and status of impacts could be described when assessing the tourism development. The detail to be presented in the final IEE depends on the scale of the development, and the resultant significance of the impacts on the receiving environment. 5.4.2.3. Recommendations for the Comprehensive Mitigation Plan A Comprehensive Mitigation Plan (CMP) for the construction and operational phases of the project is required for Category 2 projects according to the Regulations. A CMP could include all or a combination of the following, depending on the sensitivity of the receiving environment and on the scale of the development: • The plan for implementation of the CMP during the construction phase; • Environmental training for the Contractors staff; and • Environmental audits of the operational phase.
