Chapter 9 • The Way Forward 9.1. INTRODUCTION This chapter outlines a way forward for tourism and conservation development in the Shewula area. The chapter deals with the following aspects: • The development process since the fieldwork period ended in mid-March 1999 is briefly described. • An alternative development approach that differs from what has occurred in Shewula is introduced, with the specific aim of improving community participation. • Some guiding statements have been formulated with the aim of assisting a transition into this suggested alternative development approach. • A sequence of discrete activities has been suggested, with the aim of assisting the implementation of the suggested alternative development approach. 9.2. WHAT HAS HAPPENED SINCE THE END OF THE FIELDWORK PERIOD, MID-MARCH 1999 This section deals with the some important events that have occurred in the development process in Shewula since mid-March 1999. 1. A workshop was held on the 15 March 1999, drawing the fieldwork to a close. At this workshop, attended by some key role-players, it was suggested that a twophase development be investigated. The first phase would include a smaller tourism development be located on the Lubombo escarpment, followed by a second more extensive tourism development close to the Umbuluzi River 131 . 2. A submission to the British Council, substantiating why an extension would be required for the Shewula tourism development. It was recommended that a three to six month period would provide more time to address capacity building needs within the Shewula community. This was reflected in the revised proposal submitted to British Council (refer to point 4). 3. The study team undertook an initial assessment of the original project proposal 132 , which concluded that the proposed tourism development was not feasible. The reasons for this conclusion included a lack of ownership of the proposed development and the minimal amount of financial, marketing or tourism planning that had been completed by those driving the process. It was felt that an unnecessarily high level of risk was being taken. It was intended that this assessment would guide subsequent project developments. 4. Members of the UCA submitted a revised proposal to BC 133 . Due to deadlines set by the British Council, this revised proposal was submitted before the BCSC could consider the comments from the study team regarding the original Refer to Appendix 1 for the proceedings of this workshop held at the Tambankulu Club. Chapter 9 - The Way Forward proposal. Upon receiving the second proposal, the study team replied by formulating comments 134 for the attention of the BCSC. It was evident that the recommendations from the initial assessment in the field and from the workshop on 15 March 1999 had not been taken into account during the formulation of the revised proposal to BC. The study team expressed concerns that the problems identified in the original proposal had not been addressed and were still evident in the revised proposal. There was still a lack of integrated, participatory or strategic planning and capacity building. 5. At the end of May the Shewula tourism development process seemed to be picking up speed, after limited local resources had been directed at the launch of the Lubombo Conservancy on 29 April 1999. At this point, Bhekisisa Ginindza had been nominated as the 'community facilitator' for the Shewula tourism development. Legambiente, in collaboration with master students at the University of Cape Town, had started planning community-based natural resource management and capacity building programs for Shewula. At the beginning of June it seems that the revised proposal is being implemented, despite the concerns raised by the study team. It seems that little attention is being given to marketing and financial planning, and it must be questioned whether the community will become equipped to operate a community-based tourism facility within the period that is currently being allowed. The following section will outline an approach that should be implemented immediately with the primary aim of empowering the community. An important point to make is that this approach is by its very nature, adaptive and flexible, and as a result this suggested process may be adapted according to the changing local context. 9.3. OUTLINING AN APPROPRIATE DEVELOPMENT APPROACH The conclusions from this study reflect that the community desires to become more involved in tourism and conservation development. This holds good potential for further development in the Shewula community, bearing in mind that it is now generally accepted that increased community participation contributes towards a better chance of project sustainability. The following recommendations are therefore made, aiming to increase community participation in the development process. " An approach defined in the following three points, aims at increasing the level of community participation in the Shewula community: • Improve the general level of community awareness on the concepts of tourism and conservation. • Identify individuals who are interested in becoming more involved in the current process. • Provide the necessary support and capacity-building requirements for individuals and interest groups. This approach strives to transfer skills by increasing local capacity, while gradually decreasing outsider input. The following general guiding statements will assist in developing the above approach.
