EXECUTIVE SUMMARY
Executive Summary INTRODUCTION The Shewula Community, which lives on the Lubombo Mountains, in North-Eastern Swaziland (see Maps overleaf), is a rural community with an interest in establishing a tourism development. Members of the community, including representatives from the traditional leadership structures, have been working together with representatives from properties adjacent to the community's land, in planning a tourism development project for their community. This proposal for tourism development stems, in part, from a decision that was taken by the Shewula Community's traditional leadership structures, to set aside a portion of communal land for inclusion in the newly-formed Lubombo Conservancy (see Map 3). The Conservancy, which is a joint initiative between several properties in the area, is intended to facilitate greater co-operation between the various parties who are signatories to the Conservancy's constitution, and to strengthen the conservation initiatives in the region. Representatives from the Shewula Community have signed this constitution. BACKGROUND TO THIS REPORT This report is the product of a study that was undertaken in Shewula, and was originally intended to be a feasibility study of the proposed development. The study was conducted by three students, from the University of Cape Town, in conjunction with members of the Shewula Community. The study was funded by the Peace Parks Foundation (PPF), an organisation that is involved with facilitating the establishment of Transfrontier Conservation Areas (TFCAs). One of the envisaged transboundary conservation areas that is planned for southern Africa is the Maputaland TFCA (See Map 2). The Lubombo Conservancy, and the Shewula Reserve, are located within this proposed TFCA. This report contextualises the local level community initiatives of establishing a reserve and developing tourism, within the broader context of regional, national and international initiatives. (See Chapter 2). AIM OF THE STUDY The aim of the study was two-fold: • To determine the feasibility of the proposed tourism development; and • To identify the capacity building that would be required in order to ensure the effective participation of the Shewula Community in the institutions and management functions relating to the Lubombo Conservancy, the Shewula Reserve, and the proposed tourism development in the Shewula area. The research was guided by four primary objectives, which were defined prior to the fieldwork being undertaken. Objective 1: To assess the sustainability of the proposed Shewula Reserve and tourism development, as part of the Lubombo Conservancy. Objective 2: To provide baseline information for an integrated and strategic tourism plan for the proposed tourism development in the Shewula community, and the planned regional tourism initiatives. xiii
