2.4.1.1. The Lubombo Conservancy The Lubombo Conservancy is considered to be a key area for both tourism and nature conservation. It is strategically located for tourism in terms of being adjacent to the border with Mozambique, and along the main border access roads, via Lomahasha (and in the near future also via Mhlumeni). In addition it is strategically placed in relation to the north-south transit route from Mpumalanga and Kruger National Park in South Africa, through Eastern Swaziland to KwaZulu Natal / Maputaland. It could also be seen to form part of an access route from South Africa (Mpumalanga) through northern and eastern Swaziland to southern Mozambique. The benefits of the Lubombo Conservancy include the preservation of biodiversity, the maintenance of ecosystem integrity, and the potential to forge economic and ecological linkages across the international border with Mozambique. This should take place within the framework of a number of initiatives, such as the proposed Maputaland Trans Frontier Conservation Area (TFCA), the proposed Lubombo Spatial Development Initiative (LSDI), and the proposed Biodiversity Conservation and Participatory Development (BCPD) initiative. 44 (See Section 2.4.5) As mentioned already, this initiative will facilitate the more formal collaboration between a number of separately managed conservation areas in North-eastern Swaziland. The goals of the Lubombo Conservancy include: • Preservation of biodiversity in N-E Swaziland; • Cooperative management of natural resources in the region; and • A sustainable and equitable flow of benefits ensured for Conservancy members. 45 Within the framework of these goals the following objectives have been suggested: • A shared vision of a single 60 OOOha nature conservation area; • Introduction of species which originally occurred; • Management of the area for nature conservation and tourism, including Swazi traditions, folklore and customs; • Development of transfrontier cooperation; • The realisation of the area's tourism potential; • Creating and realising development opportunities; • Employment; • Improvement of the quality of life for people in the region; • Reducing conflict between communities and wildlife; and • People must benefit from wildlife. There are numerous role-players that are part of the Lubombo Conservancy initiative. 2.4.1.2. Mbuluzi Game Reserve Mbuluzi Game Reserve (Pty) Ltd. (MGR) is a private reserve which has a shareholders system of ownership. The shareholders have rights of use, including the right to build lodges in the reserve to approved standards. MGR has a management contract with Tambankulu Sugar Estates to manage the reserve for tourism and conservation. MGR is run according to strict business principles, although on a breakeven basis. Chapter 2 ■ Situational Assessment rights, and the contribution that the reserve makes towards the achievement of nature conservation objectives. The future goals of the reserve include increasing the use of the area, by both overnight and day visitors. 2.4.1.3. Mlawula Nature Reserve Mlawula Nature Reserve is managed as a protected area by the Swaziland National Trust Commission (SNTC). 46 The primary functions of the reserve are biodiversity conservation and the use of the area for tourism and environmental education. In addition, the reserve's Community Outreach department is involved in local communities, through initiatives such as establishing permaculture projects and beekeeping activities. There is a management plan guiding the conservation management and development of Mlawula Nature Reserve. At present there is a relatively low use of the reserve and the visitor facilities (which include a campsite and a small, tented camp, walks and game-viewing roads). 2.4.1.4. Hlane Royal National Park Hlane Royal National Park is run by Big Game Parks on behalf of King Mswati III. Big Game Parks is a private concern running private sector nature conservation and tourism operations in Swaziland. Hlane is land in the ownership of the King, and Big Game Parks receives a subsidy from the King to manage the land. The tourism development in Hlane includes camping and chalet facilities with opportunities for self-guided game drives or guided game walks. 2.4.1.5. Slsa Ranch Sisa Ranch is land owned by the state and under the control of the Department of Agriculture where cattle are dipped against disease. There is also some form of subsistence cultivation along the Mbuluzi River. 2.4.2. Government The Kingdom of Swaziland is an independent state with a fully autonomous government that falls under the monarch who is the Head of State. Swaziland's constitution is a system designed to facilitate practice of both western and tinkhundla traditional styles of government.
