pool <strong>risks</strong> <strong>and</strong> embrace<br />

free trade<br />

Policies support a<br />

of women<br />

We argue that risk <strong>sharing</strong> <strong>and</strong> openness to <strong>globalization</strong> are two<br />

mutually reinforcing key strengths of the <strong>Nordic</strong> economies. Many<br />

attributes of the <strong>Nordic</strong> labour market can also be understood<br />

as forming part of a strategy of pooling <strong>risks</strong> while exploiting the<br />

opportunities of the global economy. For example, general industry-wide<br />

pay increases were a reasonably effective instrument for<br />

creating real wage flexibility in an era of “Taylorist” organization of<br />

industries, while at the same time promoting productivity growth<br />

via high investments <strong>and</strong> a process of Schumpeterian creative<br />

destruction. It is noteworthy that the main labour market organizations<br />

in the <strong>Nordic</strong> countries have embraced not only high<br />

employment but also technical progress <strong>and</strong> free trade. While<br />

powerful labour organizations have at times employed an antimarket<br />

rhetoric, they have not seriously jeopardized the objective<br />

of exploiting the global division of labour. 1 Protectionism has been<br />

rejected by both labour market parties.<br />

<strong>Nordic</strong> societies have been influenced by a strong “Weberian”<br />

work ethic. <strong>The</strong>ir efforts in favour of gender equality have<br />

encouraged female labour supply with the help of, e.g., child care<br />

facilities <strong>and</strong> relatively generous child-related benefits. This has<br />

made it possible to combine work careers <strong>and</strong> childbearing also<br />

for women, which in turn has boosted labour supply <strong>and</strong> thereby<br />

employment <strong>and</strong> production. Furthermore, it is thanks to the fam-<br />
