FROM TAIL-WIND TO HEAD-WIND<br />
<strong>The</strong> population is<br />
greying <strong>and</strong> this will<br />
have profound effects<br />
on both labour<br />
markets <strong>and</strong> public<br />
finances<br />
<strong>The</strong> <strong>Nordic</strong> welfare model will face substantial financial pressure<br />
in the future, not least in the case of Finl<strong>and</strong>. <strong>The</strong> main reason<br />
is that the population is greying. <strong>The</strong> number of elderly citizens<br />
is increasing at the same time as the work force is shrinking. <strong>The</strong><br />
balance between those working <strong>and</strong> those not working will thus<br />
change dramatically, which in turn affects both labour markets<br />
<strong>and</strong> public finances. Public expenditures are projected to outpace<br />
revenues by a significant margin <strong>and</strong> this development raises serious<br />
challenges for current welfare arrangements. In short, the financial<br />
sustainability of the welfare state is at stake.<br />
<strong>The</strong> worsening of public finances will take place automatically,<br />
simply as a consequence of maintaining current arrangements.<br />
Even relatively conservative estimates of future pressures on public<br />
spending suggest that the tax burden (tax revenues/GDP) would<br />
have to increase by several percentage points to close the sustainability<br />
gap in public finances. <strong>The</strong> magnitude of this challenge<br />
implies that the status quo is not a policy option. Moreover, the tax<br />
burden is already high <strong>and</strong> the tax system is under pressure from<br />
<strong>globalization</strong>. <strong>The</strong> policy option of raising taxes is therefore not<br />
appealing. Difficult policy choices have to be made to cut spending,<br />
to reduce benefit dependency <strong>and</strong>/or to increase employment rates.<br />
It is also worth stressing that the sooner reforms are undertaken,<br />
the less drastic will they have to be!<br />
