HR/OE/HRM’s AIR determination provides the maximum salary that Mission management may offer the<br />
NOR candidate. HR may at its discretion choose to hire the employee at any step up to the maximum<br />
authorized by HR/OE /HRM because of, e.g., budgetary constraints, morale issues, equity.<br />
AIR must be authorized before the NOR employee starts working.<br />
There is no provision or exception for HR/OE/HRM to authorize retroactive AIR.<br />
HR/OE/HRM’s determination of AIR is final.
