Supervisors experiencing performance or conduct problems may not place the employee “on a
probationary period.” Instead, the supervisor begins the process of counseling the employee, identifying
the area(s) of poor performance or conduct, setting a time for improvement, and documenting the session.
The supervisor gives the employee every opportunity to improve performance, unless immediate
separation for cause is appropriate due to, e.g., waste, fraud, mismanagement, malfeasance, improper
conduct detrimental to the interests of the USG, or other area as identified by Mission management.
