Leave Without Pay (LWOP) for Not Ordinarily Residents Hired Under a PSA<br />

An individual hired as a NOR under a PSA must always request Leave Without Pay (LWOP).<br />

Management may not place an individual on LWOP without a written request from the individual.<br />

Approval of LWOP is at Mission management discretion.<br />

LWOP is granted only when individual hired under a PSA is expected to return after the LWOP to the<br />

same position. The supervisor looks at each request to make sure the needs of the service are not<br />

jeopardized by granting an excessive amount of LWOP in relation to the anticipated length of the<br />

individual’s service.<br />

Mission management may approve requests for LWOP of more than 30 days.<br />

Accumulated time in LWOP during a year extends the WGI waiting period. For example, 80 hours of<br />

LWOP extends the WGI waiting period by one pay period, 160 hours by two pay periods, etc.
