HR should not use the verbatim definitions provided in the <strong>Local</strong> <strong>Employment</strong> Compensation Worksheet<br />
to confirm the residency as OR or NOR on the personnel action. HR must be specific, using the format<br />
and language in the examples below:<br />
Example 1: NOR: Appointment Eligible Family Member of a direct hire Foreign, Civil, or uniformed<br />
service member officially assigned to the Mission and under Chief of Mission authority.<br />
Example 2: NOR: Non-US Citizen EFM of a direct hire Foreign, Civil, or uniformed service member<br />
officially assigned to the Mission and under Chief of Mission authority who has a US Social Security<br />
Number.<br />
Example 3: OR: Member of Household of a direct hire Foreign, Civil, or uniformed service member<br />
officially assigned to the Mission and under Chief of Mission authority who requires a work (and<br />
residency, as appropriate) permit to work legally in country and who is under local labor law.<br />
Example 4: NOR: Member of Household of a direct hire Foreign, Civil,, or uniformed service member<br />
officially assigned to the Mission and under Chief of Mission authority. The MOH does not require a<br />
work (and residency, as appropriate) permit to work legally in country and is not under local labor law.<br />
The MOH has a US Social Security Number.<br />
Example 5: OR: Foreign national of the host country.<br />
Example 6: OR: Ordinarily Resident US Citizen who requires a work (and residency, as appropriate)<br />
permit to work legally in country and who is under local labor law.<br />
Example 7: OR: This is the family member of a contractor hired locally who requires a work (and<br />
residency, as appropriate) permit to work legally in country and who is under local labor law.<br />
Example 8: NOR: Family member of a contractor recruited from the US, who has diplomatic status in<br />
country, does not come under local labor law, and has a US Social Security Number.<br />
Example 9 at Mission Chad for an individual who is a citizen France: OR: Ordinarily Resident citizen of<br />
France who requires a work (and residency, as appropriate) permit to work legally in country and who is<br />
under local labor law.
