establishing the step for Ordinarily Residents, unless the participating agency tells HR otherwise.<br />

HR’s determination of the step is final and not subject to appeal or grievance.<br />

There is no authority for HR to retroactively authorize additional steps after the individual starts working<br />

in the position at the Mission.<br />

Hiring At Step 1<br />

Management may establish a Mission-specific policy to hire all Ordinarily Resident employees at Step 1<br />

of the FSN grade of the position as CAJE evaluated. Participating agencies under COM authority must<br />

agree to the policy before it’s established. Management must issue the policy in a Management Notice<br />

and all agencies under Chief of Mission authority that have signed the MOA to use State’s PSA authority<br />

must apply the policy equitably.
