Ordinarily Resident<br />

<strong>Local</strong> Compensation Plan<br />

The applicant is in the host country as a<br />

citizen, permanent resident, or holder of a<br />

non- diplomatic visa/work and/or residency<br />

permit. The applicant comes under local<br />

labor law. This category also includes non-<br />

US Citizen EFMs residing in their country of<br />

birth/citizenship. This category may also<br />

include Members of Household who are not<br />

on the travel orders and who need a work<br />

permit to work legally in country.<br />

Not-Ordinarily Resident<br />

American FP/GS Pay Plan<br />

Typically NORs are US Citizen EFMs and EFMs of<br />

Foreign, Civil, or uniformed service members<br />

officially assigned to the Mission who are eligible<br />

for employment under an American pay plan, on<br />

the travel orders, and under COM authority. Other<br />

personnel having diplomatic privileges and<br />

immunities and who are eligible for employment<br />

under an American USG pay plan may also be<br />

considered NORs. This category may also include<br />

Members of Household who are not on the travel<br />

orders, do NOT need a work permit, do NOT come<br />

under host country law, but who may legally work<br />

in country. All NORs must have a US Social<br />

Security Number.<br />

Third Country National (TCN)<br />

The applicant is not in country. The applicant is hired from abroad and brought to the country at US<br />

government expense. This person works under a bureau-drafted contract/agreement that includes<br />

repatriation to the country of hire. Note: Some TCNs are hired in country, but the agency is assuming<br />

another organization’s repatriation agreement.<br />
