c. Qualifications, Age limit <strong>and</strong> experience for direct recruitment: shall be as per details<br />

given in Appendix Ia.<br />

d. In the case <strong>of</strong> Government servants <strong>and</strong> scientists working in GBPIHED the age limit<br />

shall be relaxable in accordance with the relevant orders issued by the Central<br />

Government <strong>and</strong> approved by the Governing Body <strong>of</strong> GBPIHED. The crucial date for<br />

determining the age limit shall be the closing date for the receipt <strong>of</strong> application.<br />

4.12.1.3. Induction:<br />

Persons holding scientific posts on a regular basis in GBPIHED on the date <strong>of</strong><br />

commencement <strong>of</strong> these <strong>rules</strong> shall be deemed to have been appointed to the post from the<br />

date <strong>of</strong> their initial appointment to the post they are holding on regular basis. All scientists<br />

so inducted shall continue to carry the scale <strong>of</strong> pay they are eligible on the date <strong>of</strong><br />

commencement <strong>of</strong> these <strong>rules</strong> <strong>and</strong> shall be eligible for review to the next higher grades, as<br />

per <strong>rules</strong>, after completing five years <strong>of</strong> satisfactory qualifying service in their grades.<br />

Adhoc services regularised in the same scale shall be counted for all benefits except<br />

benefits under flexible complementary scheme <strong>of</strong> promotion.<br />

4.12.1.4. Recruitment, review <strong>and</strong> promotion:<br />

a. Recruitment <strong>and</strong> Assessment Board<br />

The constitution <strong>of</strong> the selection committee for making direct recruitment to the posts covered<br />

under these Rules shall be as under:<br />

(i)<br />

There will be a single <strong>Institute</strong>’s Committee for Selection <strong>and</strong> Assessment Promotion<br />

called ICSAP <strong>of</strong> GBPIHED for the recruitment <strong>and</strong> assessment promotion <strong>of</strong> all Group A<br />

scientific posts. The ICSAP will be constituted by the Chairman, GB. Tenure <strong>of</strong> ICSAP<br />

will be three years from date <strong>of</strong> notification <strong>and</strong> will have the following composition:<br />

Chairperson (an eminent scientist with adequate experience)<br />

Members (03 Nos. <strong>of</strong> relevant subjects)<br />

One representative <strong>of</strong> the MOEF, GOI at the level <strong>of</strong> Jt. Director. For recruitment <strong>and</strong><br />

assessment promotion at level <strong>of</strong> Scientist ‘F’ <strong>and</strong> above, the representative <strong>of</strong> the MoEF<br />

will be at the level <strong>of</strong> Director.<br />

(ii)<br />

In addition to the above, two Subject Matter Specialists (SMS) to be co-opted in the<br />

Committee. The SMS will not have any fixed tenure but will be invited on a case to case<br />

basis. The SMS will be nominated by the Chairman, ICSAP<br />

Member-Secretary (Director GBPIHED)<br />

The quorum for the meeting <strong>of</strong> the ICSAP shall be four members including the Chairperson <strong>and</strong><br />

at least one subject matter specialist. The Chairperson, ICSAP may nominate any member <strong>of</strong> the<br />

Committee to act as Chairperson <strong>of</strong> the ICSAP in his/her place, if required.<br />
