The powers of the Head of Department in Central Government under the Fundamental Rules (FR), Supplementary Rules (SR), Account code and other rules and regulations as amended from time to time shall vest in Director of the Institute, subject to the condition that where, if any, specific delegations have already been made by the Government to Director & where specific delegation made in hereto, such specific provision shall prevail. 2.
