6. Powers to fix the pay <strong>and</strong> allowance <strong>of</strong> employees<br />

(F.R. 20)<br />

Full powers provided Director is empowered to<br />

make a substantive appointment to the post with<br />

reference to which the pay & allowances are to be<br />

regulated.<br />

7. Power to withhold annual increments (F.R. 24) To withhold normal increments in all cases <strong>and</strong><br />

crossing <strong>of</strong> efficiency bar for which Director is<br />

appointing Authority.<br />

8. Power to allow an employee to count extra ordinary<br />

leave for increments (F.R. 26).<br />

9. Power in reduce pay <strong>of</strong> an <strong>of</strong>ficiating employee (F.R.<br />

35)<br />

10. Power to sanction the undertaking <strong>of</strong> work for which<br />

an honorarium is <strong>of</strong>fered <strong>and</strong> the grant or acceptance<br />

<strong>of</strong> an honorarium (F.R. 46 (b).<br />

11. Power to appoint employees to hold temporary or to<br />

<strong>of</strong>ficiate in more than one post <strong>and</strong> to fix the pay <strong>of</strong><br />

subsidiary posts <strong>and</strong> the amounts <strong>of</strong> compensatory<br />

allowance to be drawn (F.R. 49).<br />

12. Power to relax medical certificate <strong>of</strong> fitness before<br />

return from leave (F.R. 71) on medical ground.<br />

Full powers upto a maximum <strong>of</strong> Rs. 1000 per<br />

annum or one month pay, which ever is less.<br />

power will be subject to condition laid down in<br />

F.R. 49). In case <strong>of</strong> Group-A posts the power may<br />
