STRATEGY TO IMPLEMENT THE IPR POLICY<br />

Preamble<br />
In view <strong>of</strong> the above mentioned R&D activities, the IPR Policy would maximize benefits,<br />
generate awareness <strong>and</strong> ensure legal protection for its IP to the <strong>Institute</strong> in particular, <strong>and</strong> also<br />
amongst the various Himalayan communities. These necessitated the enunciation <strong>and</strong><br />
communication <strong>of</strong> an Intellectual Property (IP) Policy <strong>of</strong> GBPIHED. The goals <strong>of</strong> <strong>Institute</strong><br />
policy are thus to:<br />
1. Stimulate <strong>and</strong> encourage increased creativity <strong>and</strong> innovation <strong>of</strong> issues relating to<br />
the management <strong>of</strong> IPRs to gain economic advantage.<br />
2. Expose <strong>and</strong> develop skills amongst the scientific community to underst<strong>and</strong>,<br />
interpret <strong>and</strong> analyze the techno-legal <strong>and</strong> business information contained in<br />
patents <strong>and</strong> other IP documents.<br />
3. Protection <strong>of</strong> different intellectual properties generated at G.B. <strong>Pant</strong> <strong>Institute</strong> <strong>of</strong><br />
Himalayan Environment & Development.<br />
4. Evolve appropriate systems to capture <strong>and</strong> assess the intellectual property<br />
generated in the GBPIHED system.<br />
5. Establish a globally acceptable system <strong>of</strong> recording <strong>and</strong> documentation <strong>of</strong><br />
experimental results, data <strong>and</strong> information base.<br />
6. A concerted plan to intensify research on traditional system <strong>of</strong> medicine,<br />
biotechnology, conservation <strong>of</strong> biodiversity <strong>and</strong> various disciplines so as to<br />
contribute to fundamental advances in health care, <strong>and</strong> overall sustainable<br />
development leading to commercialization <strong>of</strong> effective products.<br />
7. Expose the local <strong>and</strong> indigenous people to various issues <strong>of</strong> biodiversity <strong>and</strong><br />
indigenous knowledge, protect their interests <strong>and</strong> develop mechanism for<br />
preserving <strong>and</strong> benefit sharing.<br />
8. Develop a model mechanism for protection <strong>of</strong> biodiversity, identification <strong>of</strong><br />
bioresources <strong>and</strong> its conservation <strong>and</strong> information to central <strong>and</strong> state governments<br />
for its protection.<br />
9. Mobilize <strong>and</strong> influence national thinking in IP related issues <strong>and</strong> concerns.<br />
10. Provide the highest level <strong>of</strong> pr<strong>of</strong>essional techno-legal services for securing <strong>and</strong><br />
protecting the IP generated.<br />
The policy is based upon the following principles relating GBPIHED to the community.<br />
• The mission <strong>of</strong> GBPIHED remains the generation <strong>and</strong> dissemination <strong>of</strong><br />
technology/knowledge for conservation <strong>and</strong> sustainable development <strong>of</strong> Himalayan<br />
region.<br />
• Intellectual property will be generated within GBPIHED, <strong>and</strong> there exists an<br />
obligation to disseminate it. An interface is needed if better technology transfer is<br />
to be achieved, <strong>and</strong> GBPIHED will provide mechanisms for that function.<br />
The policy is based upon the following principles relating staff, students <strong>and</strong> the local<br />
communities to the GBPIHED.<br />
