the appointments for all the posts carrying pay scale <strong>of</strong> Rs. 7450-11500 <strong>and</strong><br />
below will be made by the Director <strong>of</strong> the <strong>Institute</strong> through Direct<br />
Recruitment/Departmental Promotion.<br />
The promotion to the post upto <strong>and</strong> including the scale <strong>of</strong> Rs. 7450-11500 will<br />
on the basis <strong>of</strong> combined eligibility list <strong>of</strong> all Units <strong>of</strong> the <strong>Institute</strong>.<br />
4.13.3. Selection, Recruitment <strong>and</strong> Promotion Committees<br />
A. Constitution <strong>of</strong> Selection & Screening Committee for Technical <strong>and</strong> support staff<br />
• For recruitment to all entry level posts in Group I, II, III <strong>and</strong> IV the Committee will be<br />
constituted by Director GBPIHED. It shall consist <strong>of</strong> Chairman (nominated by the<br />
Director), two experts from related area one <strong>of</strong> whom will be from outside the GBPIHED<br />
system <strong>and</strong> Member Secretary (Head <strong>of</strong> Core/Unit or equivalent Scientist).<br />
Quorum: Chairman, Head <strong>of</strong> Division or equivalent <strong>and</strong> at least one expert in the<br />
concerned field.<br />
• For recruitment to post III (4) <strong>and</strong> IV (4) <strong>and</strong> above Committee will be constituted by<br />
Chairman GB. It consists <strong>of</strong> Chairman (nominated by Chairman GB; three experts <strong>and</strong><br />
Director GBPIHED as Member Secretary.<br />
Quorum: Chairman, Director <strong>and</strong> Two experts.<br />
Constitution on Promotion Committees<br />
GBPIHED proposes to follow time bound assessment & promotion <strong>rules</strong> in a pattern as<br />
mentioned below:<br />
SAPC I : For posts above 10,000-15200/-<br />
SAPC II: For posts up to the pay scale <strong>of</strong> Rs. 8000-13500:<br />
For SAPC II:<br />
It shall consist <strong>of</strong> Chairman (nominated by the Director), three members (one Scientist E from<br />
GBPIHED, one expert from outside the GBPIHED system <strong>and</strong> Member secretary (one scientist<br />
from GBPIHED at the level <strong>of</strong> (14300-18300).<br />
Quorum: Chairman, Scientist E, one Expert in the concerned discipline.<br />
For SAPC I:<br />
For posts in the pay scale <strong>of</strong> Rs. 10,000-15200/- <strong>and</strong> above:<br />
It shall consist <strong>of</strong> Chairman (An expert from outside GBPIHED/ Member Governing Board),<br />
three expert members (in related area from outside the GBPIHED system <strong>and</strong> Director<br />
GBPIHED as Member secretary.<br />
Quorum: Chairman, Director GBPIHED, one Expert in the concerned discipline.<br />
• The Assessment Committees considering the assessees <strong>of</strong> reserved categories must<br />
include an expert <strong>of</strong> SC/ST category. In case an expert is not available in the<br />
approved area-wise Panel <strong>of</strong> Experts, an outside member <strong>of</strong> SC/ST category must<br />
