Guidelines for consultancy projects<br />

6.1 Contract Research & Development (R & D)<br />

6.1.1 Definitions <strong>and</strong> Scope<br />

Contract research shall comprise all R&D activities undertaken through specific contractual<br />

arrangement agreed upon for the purpose. The projects to be undertaken should fall within the<br />

purview <strong>of</strong> approved research programmes <strong>of</strong> the <strong>Institute</strong>. Contract research shall cover:<br />

Sponsored Projects: Projects wholly funded by the sponsor having specified R&D objectives<br />

<strong>and</strong> well defined expected project output/results, generally culminating in generation <strong>of</strong><br />

intellectual property. Exception to full funding by sponsor can be made, with the approval<br />

<strong>of</strong> Competent Authority, for specific nationally relevant projects related to Social Welfare<br />

<strong>and</strong> the like. Sponsored projects could be multi-client also, with two or more sponsors<br />

sharing the project funding <strong>and</strong> research outputs.<br />

Collaborative Projects: Projects partially funded by the sponsor, <strong>and</strong> supplemented by<br />

provision <strong>of</strong> inputs, such as expert manpower, infrastructural facilities or other inputs etc.<br />

Collaborative projects could be for upscaling/ proving <strong>of</strong> <strong>Institute</strong> level know-how, technology<br />

development or generation <strong>of</strong> intellectual property etc. Like sponsored projects, the expected<br />

project output/results will be well defined.<br />

Composite Projects: Some projects are composite in nature <strong>and</strong> envisage diverse inputs,<br />

which may be termed contract R&D, consultancy, technical services etc. Such type <strong>of</strong><br />

projects could, for purposes <strong>of</strong> GBPIHED costing/accounting be split into appropriate contract<br />

research, consultancy <strong>and</strong> technical services components; <strong>and</strong> approval <strong>of</strong> Competent Authority<br />

be obtained for each component indicating the overall project pr<strong>of</strong>ile. The contract for <strong>and</strong><br />

the charge to the client may be for a single composite project.<br />

6.1.2. Approvals<br />

The project proposals shall be placed in the prescribed pro-forma (Annexure 6.I). The<br />

Competent Authority shall also have the powers to approve the terms <strong>and</strong> conditions <strong>of</strong><br />

licensing the intellectual property resulting from contract research to the client/ sponsors.<br />
