CHAPTER V<br />

COMMITTEES, SCIENTIFIC ADVISORY COMMITTEE<br />

Committees<br />

5.1. There shall be one st<strong>and</strong>ing committee namely, Scientific Advisory Committee.<br />

5.2 The panel <strong>of</strong> the names <strong>of</strong> various committees shall be proposed by the Director out <strong>of</strong><br />

which the Chairman, Governing Body shall approve the names for each committee.<br />

5.3 The member <strong>of</strong> each committee shall hold the <strong>of</strong>fice for a period <strong>of</strong> three years, except the<br />

Ex-<strong>of</strong>ficio members. The vacancy in any committee, upon the request <strong>of</strong> any member,<br />

shall be filled by the Governing Body to continue the tenure <strong>of</strong> the concerned committee.<br />

5.4 The Governing Body shall nominate the Chairman <strong>of</strong> each committee.<br />

5.5 Each committee shall meet at least once in a year <strong>and</strong> the presence <strong>of</strong> at least 2/3 members<br />

shall constitute a quorum for the transaction <strong>of</strong> business at any meeting. Minutes <strong>of</strong> the<br />

meeting <strong>of</strong> the committees will be reported to the Governing Body.<br />

Scientific Advisory Committee<br />

5.6 The Scientific Advisory Committee <strong>of</strong> the <strong>Institute</strong> shall consist <strong>of</strong> the following<br />

(i) Chairman <strong>of</strong> the Committee<br />

(ii) Thematic experts (3 No) from public/private institutes in analogous sectors.<br />

(iii) Representatives <strong>of</strong> stakeholders <strong>and</strong> beneficiaries (3 No), one each representing<br />

NGOs, GOs, <strong>and</strong> farmers group.<br />

(iv) Representatives (2 No) <strong>of</strong> peer Institutions working in the Indian Himalayan<br />

Region.<br />

(v) <strong>Institute</strong> Faculty (3 No), one each representing three levels <strong>of</strong> scientific<br />

experience (i.e. senior, middle <strong>and</strong> junior level).<br />

(vi) Director <strong>of</strong> the <strong>Institute</strong> as convener (Member Secretary)<br />

5.7 The Scientific Advisory Committee shall have the following functions:<br />

(a) to carefully select agenda for research based on perceived needs under thematic thrust<br />

areas <strong>and</strong> region specific priorities;<br />

(b) to finalize research agenda well in advance <strong>of</strong> clearance <strong>of</strong> budget for the <strong>Institute</strong> on a<br />

rolling basis for 5 year period;<br />

(c) to advice the Governing Body on <strong>Institute</strong>’s needs for augmenting Research outputs;<br />

(d) to suggest the names <strong>and</strong> functions <strong>of</strong> networking partners <strong>of</strong> the <strong>Institute</strong>;<br />

(e) to monitor <strong>and</strong> review the implementation <strong>of</strong> <strong>Institute</strong>’s programme <strong>and</strong> projects; <strong>and</strong><br />

(f) to act on all items referred to it by the Governing Body.<br />
