consultancy; in case <strong>of</strong> borderline or doubtful cases the project should be classified as<br />

contract R&D projects rather than as consultancy.<br />

up to Rs. 50 lakh <strong>and</strong> not involving the Director or<br />

Director level scientist as one <strong>of</strong> the consultants<br />

a) beyond the powers <strong>of</strong> the Director or involving the<br />

Director or a Director level scientist as the sole<br />

consultant;<br />

b) for foreign sponsor.<br />

c) The project proposal will be placed before the<br />

Competent Authority, for consideration <strong>and</strong><br />

approval in the prescribed Pr<strong>of</strong>orma (Annexure<br />

6.IV).<br />

Contracts<br />

drawn up substantially as per the<br />

model agreement;<br />

a) largely deviating from the<br />

model Agreement;<br />

b) for foreign clients or multiagency<br />

projects.<br />

6.2.3 Authorised signatories to contracts<br />

The authorised signatories in the <strong>Institute</strong> for all contracts/ agreements shall be the Director. In<br />

the absence <strong>of</strong> Director, such documents will be signed by the Head <strong>of</strong> Office. The senior-most<br />

<strong>of</strong>ficer from the Finance side <strong>and</strong> in his absence, the next senior-most <strong>of</strong>ficer but not below the<br />

rank <strong>of</strong> Accounts Officer <strong>of</strong> the <strong>Institute</strong> shall be countersigning authority. For multi-agency<br />

projects, the signatories shall be the designated <strong>of</strong>ficers <strong>of</strong> the coordinating <strong>Institute</strong><br />

6.2.4 Financial aspects<br />

6.2.4.(A) Costing <strong>of</strong> Consultancy Project<br />

The charges for consultancy project shall comprise <strong>of</strong> two main components viz.:<br />

6.2.4.(A) (i) Expenses<br />

a) cost <strong>of</strong> man-days <strong>of</strong> staff deployed.<br />

b) cost <strong>of</strong> physical inputs /services /utilities/ consumables/raw materials/components (if<br />

any) with 25% overheads.<br />

c) Equipment usage cost/cost <strong>of</strong> equipment procured specifically for the project, if any.<br />

d) External payments envisaged e.g. to outside consultants, for obtaining data, hiring <strong>of</strong><br />
