In 2009, regula<strong>to</strong>rs removed dozens of critical radiostati<strong>on</strong>s from <strong>the</strong> public airwaves, accord<strong>in</strong>g <strong>to</strong> CPJ research. The threa<strong>to</strong>f los<strong>in</strong>g broadcast licenses has made o<strong>the</strong>r televisi<strong>on</strong> and radio stati<strong>on</strong>s pullback <strong>on</strong> critical programm<strong>in</strong>g.Chávez has regularly used cadenas <strong>to</strong> attack <strong>the</strong> private media andamplify <strong>the</strong> government’s voice. From 1999, when he first <strong>to</strong>ok office, untilJanuary <strong>2010</strong>, Chávez delivered nearly 2,000 cadenas, account<strong>in</strong>g for morethan 1,300 broadcast hours, or <strong>the</strong> equivalent of 54 full days, accord<strong>in</strong>g<strong>to</strong> research by AGB Nielsen.
