Asia: AnalysisThe Philipp<strong>in</strong>es boasts a vibrant <strong>in</strong>dependent press, but it also offers aless<strong>on</strong> <strong>in</strong> partisanship. The advent of “block time” broadcast<strong>in</strong>g, <strong>in</strong> whichcommenta<strong>to</strong>rs lease time from private radio stati<strong>on</strong>s, has enabled localpoliticians and <strong>the</strong>ir surrogates <strong>to</strong> air harsh political programm<strong>in</strong>g aimedat attack<strong>in</strong>g opp<strong>on</strong>ents. Numerous block time commenta<strong>to</strong>rs have beenkilled <strong>in</strong> retaliati<strong>on</strong>, CPJ research showed.In politics and media, polarizati<strong>on</strong> is deeply entrenched <strong>in</strong> Sri Lanka.Rajapaksa not <strong>on</strong>ly w<strong>on</strong> <strong>the</strong> presidency, but his Sri Lanka Freedom Party,<strong>in</strong> a coaliti<strong>on</strong> called <strong>the</strong> United People’s Freedom Alliance, <strong>to</strong>ok a largemajority <strong>in</strong> April’s parliamentary electi<strong>on</strong>s. As for F<strong>on</strong>seka, <strong>in</strong> September amilitary court c<strong>on</strong>victed him of politicized fraud charges. He was strippedof his rank and sentenced <strong>to</strong> 30 m<strong>on</strong>ths <strong>in</strong> pris<strong>on</strong> with hard labor.Prabath Sahabandu, edi<strong>to</strong>r of The Island daily, <strong>to</strong>ld CPJ that his paper’spro-Rajapaksa stance was a natural fit: “This government was preoccupiedwith <strong>the</strong> war effort and we were also campaign<strong>in</strong>g aga<strong>in</strong>st terrorism as anewspaper. On this particular issue, we saw eye <strong>to</strong> eye. So we didn’t have<strong>the</strong> problems that o<strong>the</strong>r newspapers had.” The Island is allied with <strong>the</strong> w<strong>in</strong>n<strong>in</strong>gside now, but Sahabandu said it hadn’t always been that way. He saida series of adm<strong>in</strong>istrati<strong>on</strong>s go<strong>in</strong>g back <strong>to</strong> <strong>the</strong> 1970s had harassed <strong>the</strong> paper,<strong>in</strong>clud<strong>in</strong>g pressur<strong>in</strong>g its credi<strong>to</strong>rs and pr<strong>in</strong>ters. “So we have had problemswith <strong>the</strong> government <strong>in</strong> <strong>the</strong> past, <strong>to</strong>o,” he said.125
