<strong>Journalists</strong> <strong>in</strong> Pris<strong>on</strong>impris<strong>on</strong>ed: july 26, 2002Abdulghani Memetem<strong>in</strong>, freelanceMemetem<strong>in</strong>, a writer, teacher, and transla<strong>to</strong>r who had actively advocatedfor <strong>the</strong> Uighur ethnic group <strong>in</strong> <strong>the</strong> northwestern X<strong>in</strong>jiangUighur Aut<strong>on</strong>omous Regi<strong>on</strong>, was deta<strong>in</strong>ed <strong>in</strong> Kashgar, X<strong>in</strong>jiang prov<strong>in</strong>ce,<strong>on</strong> charges of “leak<strong>in</strong>g state secrets.”In June 2003, <strong>the</strong> Kashgar Intermediate People’s Court sentencedMemetem<strong>in</strong> <strong>to</strong> n<strong>in</strong>e years <strong>in</strong> pris<strong>on</strong>, plus a three-year suspensi<strong>on</strong> ofpolitical rights. Radio Free Asia provided CPJ with court documentslist<strong>in</strong>g 18 specific counts aga<strong>in</strong>st him, which <strong>in</strong>cluded translat<strong>in</strong>gstate news articles <strong>in</strong><strong>to</strong> Ch<strong>in</strong>ese from Uighur; forward<strong>in</strong>g officialspeeches <strong>to</strong> <strong>the</strong> Germany-based East Turkistan Informati<strong>on</strong> Center(ETIC)—a news outlet that advocated for an <strong>in</strong>dependent state for <strong>the</strong>Uighur ethnic group—and c<strong>on</strong>duct<strong>in</strong>g orig<strong>in</strong>al report<strong>in</strong>g for ETIC.The court also accused him of recruit<strong>in</strong>g reporters for ETIC, whichwas banned <strong>in</strong> Ch<strong>in</strong>a. Memetem<strong>in</strong> did not have legal representati<strong>on</strong>at trial.impris<strong>on</strong>ed: september 13, 2003Huang J<strong>in</strong>qiu (Q<strong>in</strong>g Shuijun, Huang J<strong>in</strong>), freelanceHuang, a columnist for <strong>the</strong> U.S.-based website Boxun News, wasarrested <strong>in</strong> Jiangsu prov<strong>in</strong>ce, and his family was not notified of hisarrest for more than three m<strong>on</strong>ths. On September 27, 2004, <strong>the</strong>Changzhou Intermediate People’s Court sentenced him <strong>to</strong> 12 years <strong>in</strong>pris<strong>on</strong> <strong>on</strong> charges of “subversi<strong>on</strong> of state authority,” plus four years’deprivati<strong>on</strong> of political rights.Huang worked as a writer and edi<strong>to</strong>r <strong>in</strong> his native Shand<strong>on</strong>g prov<strong>in</strong>ce,as well as <strong>in</strong> Guangd<strong>on</strong>g prov<strong>in</strong>ce, before leav<strong>in</strong>g Ch<strong>in</strong>a <strong>in</strong> 2000<strong>to</strong> study journalism at <strong>the</strong> Central Academy of Art <strong>in</strong> Malaysia. Whilehe was overseas, he began writ<strong>in</strong>g political commentary for BoxunNews under <strong>the</strong> penname Q<strong>in</strong>g Shuijun. He also wrote articles <strong>on</strong>arts and enterta<strong>in</strong>ment under <strong>the</strong> name Huang J<strong>in</strong>. Huang’s writ<strong>in</strong>gsreportedly caught <strong>the</strong> attenti<strong>on</strong> of <strong>the</strong> government <strong>in</strong> 2001. He <strong>to</strong>ld afriend that authorities had c<strong>on</strong>tacted his family <strong>to</strong> warn <strong>the</strong>m abouthis writ<strong>in</strong>gs, accord<strong>in</strong>g <strong>to</strong> Boxun News.In January 2003, Huang wrote <strong>in</strong> his <strong>on</strong>l<strong>in</strong>e column that he <strong>in</strong>tended<strong>to</strong> form a new oppositi<strong>on</strong> party, <strong>the</strong> Ch<strong>in</strong>a Patriot Democracy Party.When he returned <strong>to</strong> Ch<strong>in</strong>a <strong>in</strong> August 2003, he eluded public securityagents just l<strong>on</strong>g enough <strong>to</strong> visit his family <strong>in</strong> Shand<strong>on</strong>g prov<strong>in</strong>ce. In<strong>the</strong> last article he posted <strong>on</strong> Boxun News, titled “Me and My PublicSecurity Friends,” he described be<strong>in</strong>g harassed by security agents.347
