The government has banned G<strong>in</strong>bot 7, anoppositi<strong>on</strong> political movement, and labeled it a terrorist organizati<strong>on</strong>.Kebede, who was impris<strong>on</strong>ed <strong>in</strong> <strong>the</strong> 2005 crackdown, was h<strong>on</strong>ored <strong>in</strong>November <strong>2010</strong> with CPJ’s Internati<strong>on</strong>al <strong>Press</strong> Freedom Award <strong>in</strong> recogniti<strong>on</strong>of his courage <strong>in</strong> <strong>the</strong> face of government <strong>in</strong>timidati<strong>on</strong>.The government c<strong>on</strong>t<strong>in</strong>ued <strong>to</strong> harass o<strong>the</strong>r journalists targeted <strong>in</strong> <strong>the</strong>2005 crackdown. The f<strong>in</strong>es, which ranged from 15,000 birr (US$1,100) <strong>to</strong> 120,000birr (US$8,800), were heavy by Ethiopian ec<strong>on</strong>omic standards.Authorities also escalated pressure <strong>on</strong> <strong>the</strong> U.S. government-fundedbroadcaster Voice of America (VOA), zero<strong>in</strong>g <strong>in</strong> <strong>on</strong> <strong>the</strong> stati<strong>on</strong>’s hour-l<strong>on</strong>gAmharic-language programs, which had been broadcast <strong>in</strong><strong>to</strong> Ethiopias<strong>in</strong>ce September 1982. In February, VOA reported that its listeners <strong>in</strong>Ethiopia heard <strong>on</strong>ly static. CPJ sources <strong>in</strong> Ethiopia c<strong>on</strong>firmed <strong>the</strong> reports,not<strong>in</strong>g that VOA’s broadcasts <strong>in</strong> <strong>the</strong> Afan Oromo and Tigrigna languagesexperienced no <strong>in</strong>terference. The Ethiopian government <strong>in</strong>itially denied<strong>in</strong>volvement. “This is absolutely a sham,” spokesman Shimelis Kemal <strong>to</strong>ldCPJ. “The Ethiopian government does not support <strong>the</strong> policy of restrict<strong>in</strong>gforeign broadcast<strong>in</strong>g services <strong>in</strong> <strong>the</strong> country. Compar<strong>in</strong>gVOA’s Amharic service <strong>to</strong> Radio Télévisi<strong>on</strong> Libre des Mille Coll<strong>in</strong>es,<strong>the</strong> Rwandan stati<strong>on</strong> <strong>in</strong>famous for <strong>in</strong>citement dur<strong>in</strong>g <strong>the</strong> 1994 genocide,Zenawi said VOA broadcasts were “destabiliz<strong>in</strong>g propaganda.” He declaredhe would officially authorize jamm<strong>in</strong>g of foreign stati<strong>on</strong>s <strong>on</strong>ce governmenttechnicians had full capability. Follow<strong>in</strong>g Zenawi’s comments, spokesmanKemal charged that “VOA <strong>in</strong> <strong>the</strong> past has repeatedly broadcast programsand statements that tend <strong>to</strong> <strong>in</strong>cite, foment hatred between different ethnicgroups,” accord<strong>in</strong>g <strong>to</strong> news reports. VOA denied any accusati<strong>on</strong>s of <strong>in</strong>citemen<strong>to</strong>r unprofessi<strong>on</strong>alism.
