Follow<strong>in</strong>g <strong>in</strong>ternati<strong>on</strong>al pressure, Jama was freed <strong>on</strong> apresidential pard<strong>on</strong> <strong>in</strong> November.<strong>Journalists</strong> faced several o<strong>the</strong>r threats from Puntland security forces andrebel groups throughout <strong>the</strong> year. CPJ documented n<strong>in</strong>e cases of policeand security pers<strong>on</strong>nel attack<strong>in</strong>g journalists with impunity. In <strong>on</strong>e case,security guards stati<strong>on</strong>ed at <strong>the</strong> High Court <strong>in</strong> Bossasso beat Radio Simbajournalist Ahmed Ibrahim Noor, leav<strong>in</strong>g him unc<strong>on</strong>scious, local journalistsreported. Noor suffered headaches and dizz<strong>in</strong>ess for days follow<strong>in</strong>g <strong>the</strong>unexpla<strong>in</strong>ed attack, <strong>the</strong> Nati<strong>on</strong>al Uni<strong>on</strong> of Somali <strong>Journalists</strong> reported.In January, unidentified assailants threw hand grenades at threeGalkayo-based radio stati<strong>on</strong>s: Radio Voice of Mudug, Radio Hobyo, andRadio Galkayo. Burhan Ahmed Dahir, secretary general of <strong>the</strong> MediaAssociati<strong>on</strong> of Puntland, <strong>to</strong>ld CPJ that three journalists and <strong>on</strong>e securityguard were <strong>in</strong>jured <strong>in</strong> <strong>the</strong> attacks. The perpetra<strong>to</strong>rs and <strong>the</strong> motive wereunclear, Dahir said.By comparis<strong>on</strong>, <strong>the</strong> nor<strong>the</strong>rn breakaway republic of Somaliland boasteda vibrant press. Papers such as <strong>the</strong> critical private weekly Heegan were able<strong>to</strong> provide thorough and balanced coverage of <strong>the</strong> regi<strong>on</strong>’s presidentialelecti<strong>on</strong>. Regi<strong>on</strong>al officials staged a relatively peaceful and free electi<strong>on</strong><strong>in</strong> which oppositi<strong>on</strong> leader Ahmed M. Mahamoud Silanyo defeated <strong>the</strong><strong>in</strong>cumbent, Dahir Riyale Kah<strong>in</strong>, for <strong>the</strong> presidency.“Given <strong>the</strong> poor resources and tra<strong>in</strong><strong>in</strong>g of <strong>the</strong> journalists here,” BBCreporter Jamal Abdi <strong>to</strong>ld CPJ, “<strong>the</strong> local media did a remarkably good jobcover<strong>in</strong>g <strong>the</strong> electi<strong>on</strong>s and poll<strong>in</strong>g across Somaliland’s six poll<strong>in</strong>g regi<strong>on</strong>s.”They did so despite some harassment. In early June, police deta<strong>in</strong>ed severaljournalists for a day after <strong>the</strong>y <strong>to</strong>ok pictures of presidential guards attack<strong>in</strong>gpeople display<strong>in</strong>g an oppositi<strong>on</strong> party flag, local journalists <strong>to</strong>ldCPJ. Security agents arrested Hadis Mohamed, edi<strong>to</strong>r of a critical websiteBaadiya, and held him without charge for a three-day period that co<strong>in</strong>cidedwith <strong>the</strong> vot<strong>in</strong>g, Mohamed <strong>to</strong>ld CPJ. He said he was targeted for giv<strong>in</strong>gequal coverage <strong>to</strong> <strong>the</strong> oppositi<strong>on</strong>.The Nati<strong>on</strong>al Uni<strong>on</strong> of Somali <strong>Journalists</strong> petiti<strong>on</strong>ed <strong>the</strong> new government<strong>to</strong> allow private broadcasters <strong>to</strong> operate <strong>in</strong> Somaliland. AlthoughSomaliland had a relatively free, <strong>in</strong>dependent pr<strong>in</strong>t press, its radio and TVoutlets were state-c<strong>on</strong>trolled. Many citizens relied <strong>on</strong> private radio stati<strong>on</strong>sthat broadcast outside of <strong>the</strong> country, such as <strong>the</strong> Ne<strong>the</strong>rlands-basedHoryaal Radio, local journalists <strong>to</strong>ld CPJ.51
