Bao had published an <strong>in</strong>vestigative report thatalleged unsafe vacc<strong>in</strong>es had been given <strong>to</strong> children <strong>in</strong> Shanxi prov<strong>in</strong>ce,result<strong>in</strong>g <strong>in</strong> at least four fatalities. <strong>Journalists</strong> said <strong>the</strong>y believed <strong>the</strong> reporthad angered local authorities—who denied <strong>the</strong> claims—and a nati<strong>on</strong>al governmentsensitive <strong>to</strong> health scandals.The domestic media were more successful <strong>in</strong> defend<strong>in</strong>g <strong>the</strong>ir rights <strong>in</strong>n<strong>on</strong>-political matters. Fang Shim<strong>in</strong>used his S<strong>in</strong>a micro-blog <strong>to</strong> publicize <strong>the</strong> matter, generat<strong>in</strong>g a flurry of <strong>on</strong>l<strong>in</strong>ecoverage. “Without <strong>the</strong> Internet, news of <strong>the</strong> attack would have beenvery limited,” Fang Xuanchang <strong>to</strong>ld CPJ. “I realized afterwards that lett<strong>in</strong>gevery<strong>on</strong>e know had spurred police <strong>to</strong> <strong>in</strong>vestigate.” A Wuhan urologist allegedlyorchestrated <strong>the</strong> attacks <strong>in</strong> reprisal for a 2005 <strong>in</strong>vestigati<strong>on</strong> by <strong>the</strong>Fangs that he believed had thwarted a potential academic appo<strong>in</strong>tment,<strong>the</strong> official X<strong>in</strong>hua news agency reported.CPJ research shows that journalists for unofficial media rema<strong>in</strong>edvulnerable. In February, a court <strong>in</strong> Sichuan sentenced Tan Zuoren, anactivist who collected data <strong>on</strong> schoolchildren fatalities <strong>in</strong> <strong>the</strong> 2008 Sichuan144
