<str<strong>on</strong>g>Attacks</str<strong>on</strong>g> <strong>on</strong> <strong>the</strong> <strong>Press</strong> <strong>in</strong> <strong>2010</strong>In mid-year, parliament began c<strong>on</strong>sider<strong>in</strong>g a technology bill that <strong>in</strong>cludedseveral provisi<strong>on</strong>s that could restrict press freedom. The bill, pend<strong>in</strong>g<strong>in</strong> late year, focused largely <strong>on</strong> electr<strong>on</strong>ic transacti<strong>on</strong>s, but it also calledfor <strong>the</strong> creati<strong>on</strong> of a regula<strong>to</strong>ry body with unfettered power <strong>to</strong> m<strong>on</strong>i<strong>to</strong>r orblock electr<strong>on</strong>ic speech.Under <strong>the</strong> bill, <strong>the</strong> new Electr<strong>on</strong>ic Signature and Services Authoritywould be empowered “<strong>to</strong> carry out f<strong>in</strong>ancial, adm<strong>in</strong>istrative, and electr<strong>on</strong>ic<strong>in</strong>specti<strong>on</strong>s <strong>to</strong> access any <strong>in</strong>formati<strong>on</strong> or computer systems or <strong>to</strong>olsrelated <strong>to</strong> operati<strong>on</strong>s, <strong>in</strong>clud<strong>in</strong>g those used for data process<strong>in</strong>g of private<strong>in</strong>formati<strong>on</strong>.” In additi<strong>on</strong>, <strong>in</strong>spec<strong>to</strong>rs would have unh<strong>in</strong>dered access <strong>to</strong> “anydocument, irrespective of its nature, and <strong>to</strong> generate copies of it.” The billoffered no safeguards aga<strong>in</strong>st misuse of user <strong>in</strong>formati<strong>on</strong> and provided nomechanism for challeng<strong>in</strong>g <strong>the</strong> regula<strong>to</strong>ry agency’s decisi<strong>on</strong>s. The measurewould require any<strong>on</strong>e provid<strong>in</strong>g <strong>on</strong>l<strong>in</strong>e services <strong>to</strong> obta<strong>in</strong> a license from<strong>the</strong> regula<strong>to</strong>ry agency, but it offered <strong>on</strong>ly vague criteria for how applicati<strong>on</strong>swould be judged.Report<strong>in</strong>g critically <strong>on</strong> <strong>the</strong> military rema<strong>in</strong>ed a bright redl<strong>in</strong>e for <strong>the</strong>press. Hassan Alliq, a reporter for <strong>the</strong> daily Al-Akhbar, was <strong>in</strong>terrogated <strong>in</strong>August c<strong>on</strong>cern<strong>in</strong>g an article describ<strong>in</strong>g <strong>the</strong> flight of a retired army generalaccused of espi<strong>on</strong>age. The piece suggested Lebanese <strong>in</strong>telligence officialscolluded with Israeli counterparts <strong>to</strong> delay an <strong>in</strong>vestigati<strong>on</strong> and allow <strong>the</strong>general <strong>to</strong> flee <strong>the</strong> country. Lebanese <strong>in</strong>telligence officers unsuccessfullypressed Alliq <strong>to</strong> reveal his sources, Al-Akhbar said. Defense M<strong>in</strong>ister EliasMurr quickly c<strong>on</strong>vened a press c<strong>on</strong>ference <strong>to</strong> deny <strong>the</strong> allegati<strong>on</strong>s <strong>in</strong> Al-Akhbar’s s<strong>to</strong>ry and warn news media aga<strong>in</strong>st challeng<strong>in</strong>g <strong>the</strong> military, newsaccounts said. He said journalists would be arrested and questi<strong>on</strong>ed if <strong>the</strong>yreported <strong>in</strong>formati<strong>on</strong> seen as defam<strong>in</strong>g <strong>the</strong> army.In August, a reporter was killed <strong>in</strong> crossfire while cover<strong>in</strong>g a borderclash between Israeli and Lebanese military forces near <strong>the</strong> sou<strong>the</strong>rn <strong>to</strong>wnof Al-Adaysseh. Assaf Abu Rahal, a reporter for <strong>the</strong> Lebanese daily Al-Akhbar, was struck by an Israeli shell after <strong>the</strong> skirmish broke out, accord<strong>in</strong>g<strong>to</strong> news reports. The fight<strong>in</strong>g was apparently triggered by an Israelitree-cutt<strong>in</strong>g operati<strong>on</strong> al<strong>on</strong>g <strong>the</strong> border. Lebanese authorities claimedIsraeli forces crossed <strong>the</strong> border dur<strong>in</strong>g <strong>the</strong> operati<strong>on</strong>, an asserti<strong>on</strong> Israeldisputed. Abu Rahal’s death highlighted c<strong>on</strong>t<strong>in</strong>u<strong>in</strong>g <strong>in</strong>stability al<strong>on</strong>g Israel’sborder with Leban<strong>on</strong> <strong>in</strong> <strong>the</strong> wake of <strong>the</strong> 2006 c<strong>on</strong>flict between Israel andHezbollah. The fight<strong>in</strong>g <strong>in</strong> which Abu Rahal was killed was <strong>the</strong> deadliestal<strong>on</strong>g <strong>the</strong> border s<strong>in</strong>ce <strong>the</strong> 2006 c<strong>on</strong>flict, accord<strong>in</strong>g <strong>to</strong> news reports.252
