Capitaliz<strong>in</strong>g <strong>on</strong> boom<strong>in</strong>g oil producti<strong>on</strong> anddiam<strong>on</strong>d m<strong>in</strong><strong>in</strong>g, his government <strong>in</strong>vested a reported US$1 billi<strong>on</strong> <strong>to</strong> host<strong>the</strong> <strong>2010</strong> Africa Cup of Nati<strong>on</strong>s <strong>in</strong> January. But <strong>the</strong> soccer <strong>to</strong>urnament,which <strong>the</strong> government saw as an opportunity <strong>to</strong> enhance its <strong>in</strong>ternati<strong>on</strong>alimage, was marred when separatist guerrillas ambushed <strong>the</strong> Togolesenati<strong>on</strong>al team, kill<strong>in</strong>g two people, <strong>in</strong>clud<strong>in</strong>g a journalist, and expos<strong>in</strong>g <strong>the</strong>precarious security situati<strong>on</strong> <strong>in</strong> <strong>the</strong> restive enclave of Cab<strong>in</strong>da. Dos San<strong>to</strong>s,<strong>in</strong> power s<strong>in</strong>ce 1979, and his rul<strong>in</strong>g Popular Movement for <strong>the</strong> Liberati<strong>on</strong>of Angola (MPLA) sought <strong>to</strong> tamp down <strong>on</strong> <strong>in</strong>dependent report<strong>in</strong>g of <strong>the</strong>ambush. By mid-year, a corporate entity whose pr<strong>in</strong>cipals were not disclosedhad purchased three of <strong>the</strong> country’s lead<strong>in</strong>g <strong>in</strong>dependent newspapersand t<strong>on</strong>ed down <strong>the</strong>ir coverage.Insecurity <strong>in</strong> Cab<strong>in</strong>da, a sliver of land separated from Angola by <strong>the</strong>neighbor<strong>in</strong>g Democratic Republic of C<strong>on</strong>go, made worldwide headl<strong>in</strong>es<strong>on</strong> January 8 when gunmen attacked a c<strong>on</strong>voy of vehicles carry<strong>in</strong>g Togo’ssoccer team. Stanislas Ocloo, 35, a sportscaster with <strong>the</strong> Togolese nati<strong>on</strong>albroadcaster TVT, and assistant coach Hamelet Abulo were killed. TheFr<strong>on</strong>t for <strong>the</strong> Liberati<strong>on</strong> of <strong>the</strong> Enclave of Cab<strong>in</strong>da claimed resp<strong>on</strong>sibilityfor <strong>the</strong> attack, accord<strong>in</strong>g <strong>to</strong> news reports. Writ<strong>in</strong>g <strong>on</strong> <strong>the</strong> CPJ Blog <strong>in</strong> June,award-w<strong>in</strong>n<strong>in</strong>g Angolan journalist Rafael Marques de Morais said <strong>the</strong> governmentpressured Catholic-run Radio Ecclésia and state media not <strong>to</strong> use<strong>the</strong>ir reporters’ firsthand accounts of <strong>the</strong> attack. Without that report<strong>in</strong>g,which would have shed light <strong>on</strong> possible security failures, authorities wereable <strong>to</strong> shift and avoid resp<strong>on</strong>sibility, he said. “The censorship compoundedwith <strong>the</strong> dearth of knowledge am<strong>on</strong>g <strong>in</strong>ternati<strong>on</strong>al media allowed <strong>the</strong>government <strong>to</strong> rewrite <strong>the</strong> narrative unchallenged. Authorities sought <strong>to</strong>garner <strong>in</strong>ternati<strong>on</strong>al sympathy <strong>on</strong> antiterrorism grounds, <strong>the</strong>n pass blame<strong>on</strong><strong>to</strong> <strong>the</strong> Togolese team itself,” Marques wrote. The team was unjustlyblamed for not notify<strong>in</strong>g authorities of its it<strong>in</strong>erary, an asserti<strong>on</strong> that <strong>the</strong>facts <strong>on</strong> <strong>the</strong> ground could have debunked, he said.Follow<strong>in</strong>g <strong>the</strong> attack, <strong>the</strong> government arrested n<strong>in</strong>e people, <strong>in</strong>clud<strong>in</strong>glocal community leaders, and charged <strong>the</strong>m with endanger<strong>in</strong>g nati<strong>on</strong>al24
