No motives were immediately disclosed <strong>in</strong> <strong>the</strong>shoot<strong>in</strong>g murders of Jamim Shah <strong>in</strong> Kathmandu <strong>in</strong> February, Arun S<strong>in</strong>ghaniya<strong>in</strong> Dhanusa district <strong>in</strong> March, and Devi Prasad Dhital <strong>in</strong> <strong>the</strong> distric<strong>to</strong>f Dang <strong>in</strong> July, accord<strong>in</strong>g <strong>to</strong> CPJ research. Some journalists believed <strong>the</strong>ywere <strong>the</strong> targets of crim<strong>in</strong>al groups who ex<strong>to</strong>rt bus<strong>in</strong>ess owners for cashand assass<strong>in</strong>ate those who d<strong>on</strong>’t comply.The death of S<strong>in</strong>ghaniya, chairman of <strong>the</strong> Today Group, heightened <strong>the</strong>sense of vulnerability am<strong>on</strong>g journalists <strong>in</strong> <strong>the</strong> unstable sou<strong>the</strong>rn Terairegi<strong>on</strong>. Uma S<strong>in</strong>gh, a journalist with <strong>the</strong> group’s news outlets, JanakpurToday and Radio Today, was fatally stabbed <strong>in</strong> 2009 for report<strong>in</strong>g <strong>on</strong> landseizures. No specific c<strong>on</strong>necti<strong>on</strong> was immediately established between <strong>the</strong>two kill<strong>in</strong>gs, but at least three armed groups who advocate for political<strong>in</strong>dependence for ethnic Madhesis <strong>in</strong> <strong>the</strong> Terai pla<strong>in</strong>s around Dhanusaclaimed resp<strong>on</strong>sibility for S<strong>in</strong>ghaniya’s murder. Facti<strong>on</strong>s of Madhesi activistsfrequently threaten journalists <strong>in</strong> relati<strong>on</strong> <strong>to</strong> coverage, and a similar groupclaimed <strong>to</strong> have killed S<strong>in</strong>gh. A police <strong>in</strong>vestigati<strong>on</strong> <strong>in</strong> <strong>the</strong> S<strong>in</strong>gh case, whichlooked at local Maoists as suspects, was pend<strong>in</strong>g <strong>in</strong> late year.On June 14, also <strong>in</strong> Dhanusa, two unidentified men <strong>on</strong> mo<strong>to</strong>rcycles firedshots at Mohan Gole, local corresp<strong>on</strong>dent for <strong>the</strong> state-owned Rastriya SamacharSamiti news agency and assistant edi<strong>to</strong>r of <strong>the</strong> weekly SagarmathaKhabar Saptahik, as he was rid<strong>in</strong>g his mo<strong>to</strong>rcycle with a local human rightsleader as passenger. Bullets lodged <strong>in</strong> Gole’s helmet and mo<strong>to</strong>rcycle, but<strong>the</strong>re were no <strong>in</strong>juries, accord<strong>in</strong>g <strong>to</strong> local news reports. The motive for <strong>the</strong>attack was not clear.<strong>Journalists</strong> at <strong>the</strong> Kantipur group were threatened by teleph<strong>on</strong>e and e-mail for report<strong>in</strong>g <strong>on</strong> <strong>the</strong> murder of Jamim Shah, chairman of televisi<strong>on</strong> andsatellite Space Time Network, Kunda Dixit, publisher of <strong>the</strong> Nepali Times,reported <strong>on</strong> <strong>the</strong> CPJ Blog. Kantipur publicati<strong>on</strong>s reported that Shah hadl<strong>in</strong>ks <strong>to</strong> Pakistani <strong>in</strong>telligence and likened his murder <strong>to</strong> that of a politician,carried out by an Indian crim<strong>in</strong>al 11 years ago for alleged “anti-Indian”activities.The Kantipur group also accused <strong>the</strong> Indian Embassy of <strong>in</strong>terfer<strong>in</strong>g withits coverage. Its English-language newspapers, Kantipur and <strong>the</strong> KathmanduPost, accused <strong>the</strong> embassy of punitively withdraw<strong>in</strong>g advertisementsfrom <strong>the</strong> company, accord<strong>in</strong>g <strong>to</strong> news reports.
