As edi<strong>to</strong>r-<strong>in</strong>-chief of <strong>the</strong> <strong>in</strong>dependentweekly Chernovik (Rough Draft) <strong>in</strong> <strong>the</strong> sou<strong>the</strong>rn republicof Dagestan, she has criticized as counterproductive<strong>the</strong> heavy-handed tactics of state agencies charged withfight<strong>in</strong>g terrorism.In 2008, authorities brought a crim<strong>in</strong>al case aga<strong>in</strong>s<strong>the</strong>r under anti-extremist legislati<strong>on</strong> after she publishedcpjan <strong>in</strong>terview with a former guerrilla leader whoaccused local authorities of corrupti<strong>on</strong> and of be<strong>in</strong>g <strong>in</strong> thrall <strong>to</strong> <strong>the</strong> Kreml<strong>in</strong>.Isayeva sees <strong>the</strong> case as retaliati<strong>on</strong> for Chernovik’s work. If c<strong>on</strong>victed,she faces up <strong>to</strong> eight years <strong>in</strong> pris<strong>on</strong>.She and <strong>the</strong> newspaper are regularly harassed with official summ<strong>on</strong>ses,f<strong>in</strong>ancial audits, and state-commissi<strong>on</strong>ed “l<strong>in</strong>guistic analyses” that labelc<strong>on</strong>tent as extremist. Investiga<strong>to</strong>rs have searched Isayeva’s home, seiz<strong>in</strong>g acomputer, books, and files. A local prosecu<strong>to</strong>r has sent her notice that shemust undergo a psychological exam<strong>in</strong>ati<strong>on</strong>. S<strong>in</strong>ce June 2009, <strong>the</strong> ma<strong>in</strong> statemedia regula<strong>to</strong>r has been try<strong>in</strong>g <strong>to</strong> close <strong>the</strong> paper for “hostile attitudes<strong>to</strong>ward law enforcement officers and o<strong>the</strong>r extremist statements.”Dawit Kebede, EthiopiaKebede, 30, was <strong>on</strong>e of <strong>the</strong> first journalists <strong>to</strong> be jailedfor <strong>in</strong>dependent report<strong>in</strong>g <strong>on</strong> Ethiopia’s 2005 electi<strong>on</strong>violence, and he was am<strong>on</strong>g <strong>the</strong> last <strong>to</strong> be released undera presidential pard<strong>on</strong> nearly two years later. Unlike manyof his colleagues who went <strong>in</strong><strong>to</strong> exile, Kebede chose <strong>to</strong>stay <strong>in</strong> Ethiopia after he walked free from Addis Ababa’sKality Pris<strong>on</strong>, where he had been crammed <strong>in</strong><strong>to</strong> a communalcell with 350 political pris<strong>on</strong>ers.The government rebuffed his attempts <strong>to</strong> get a publish<strong>in</strong>glicense after his release, but relented <strong>in</strong> <strong>the</strong> face ofcpjpublic pressure. Kebede launched <strong>the</strong> Awramba Times <strong>in</strong>2008, and <strong>to</strong>day it is <strong>the</strong> country’s <strong>on</strong>ly Amharic-language newspaper thatdares <strong>to</strong> questi<strong>on</strong> authorities.411
