The probe,launched after Doğan outlets ran pieces that were unfavorable <strong>to</strong> <strong>the</strong> rul<strong>in</strong>gJustice and Development Party, was seen by many as politically motivated.Doğan Media Group owns newspapers such as Hürriyet, Milliyet, andRadikal, al<strong>on</strong>g with more than 30 televisi<strong>on</strong> stati<strong>on</strong>s. The government hasclaimed unpaid taxes equivalent <strong>to</strong> US$3.8 billi<strong>on</strong>.Speak<strong>in</strong>g at a bus<strong>in</strong>ess forum <strong>in</strong> Oc<strong>to</strong>ber, President Abdullah Gülacknowledged <strong>the</strong> high number of court cases brought aga<strong>in</strong>st journalists,although he s<strong>to</strong>pped short of urg<strong>in</strong>g specific reforms. “I am sure thatall of <strong>the</strong>se cases will be sorted out <strong>on</strong>ce <strong>the</strong>y are tried at court,” <strong>the</strong> pressfreedom group Bia quoted him as say<strong>in</strong>g. Turkey c<strong>on</strong>t<strong>in</strong>ued <strong>to</strong> raise its regi<strong>on</strong>alprofile <strong>in</strong> <strong>the</strong> meantime. In April, <strong>the</strong> government offered <strong>to</strong> mediatebetween Iran and <strong>the</strong> <strong>in</strong>ternati<strong>on</strong>al community <strong>in</strong> <strong>the</strong> dispute over Tehran’snuclear program. In July, Syrian President Bashar al-Assad affirmedTurkey’s role as <strong>the</strong> key media<strong>to</strong>r between Syria and Israel, tell<strong>in</strong>g Turkishreporters that “o<strong>the</strong>r countries can play <strong>on</strong>ly a supportive role.” And <strong>in</strong>November, Prime M<strong>in</strong>ister Recep Tayyip Erdogan visited Beirut <strong>to</strong> mediatean impasse between Lebanese political facti<strong>on</strong>s.YemenThe government pursued a widen<strong>in</strong>g array of repressive tactics,prompt<strong>in</strong>g many journalists <strong>to</strong> say that press freedom c<strong>on</strong>diti<strong>on</strong>s hadreached <strong>the</strong>ir lowest po<strong>in</strong>t s<strong>in</strong>ce <strong>the</strong> unificati<strong>on</strong> of <strong>the</strong> country’s northand south <strong>in</strong> 1990. Authorities c<strong>on</strong>t<strong>in</strong>ued <strong>to</strong> use l<strong>on</strong>g-stand<strong>in</strong>g practicesof extrajudicial abducti<strong>on</strong>, <strong>in</strong>timidati<strong>on</strong>, threats, and crude censorship <strong>to</strong>c<strong>on</strong>trol <strong>the</strong> news media. But as CPJ documented <strong>in</strong> a September specialreport, President Ali Abdullah Saleh’s government was also erect<strong>in</strong>g anelaborate legal structure <strong>to</strong> fur<strong>the</strong>r restrict coverage and provide a veneerof legitimacy for its acti<strong>on</strong>s.The cab<strong>in</strong>et pushed an aggressive legislative agenda <strong>in</strong> parliamentthat, if passed, would set prohibitive f<strong>in</strong>ancial barriers for broadcastand <strong>on</strong>l<strong>in</strong>e news outlets, expand <strong>the</strong> def<strong>in</strong>iti<strong>on</strong> of crim<strong>in</strong>al defamati<strong>on</strong>267
