<str<strong>on</strong>g>Attacks</str<strong>on</strong>g> <strong>on</strong> <strong>the</strong> <strong>Press</strong> <strong>in</strong> <strong>2010</strong><strong>the</strong> 2008 Cycl<strong>on</strong>e Nargis disaster. The documentary, titled “Orphans ofBurma’s Cycl<strong>on</strong>e,” was later recognized with a Rory Peck Award for bestdocumentary. DVB had previously referred <strong>to</strong> Ngwe Soe L<strong>in</strong> <strong>on</strong>ly as “T” <strong>in</strong>an attempt <strong>to</strong> c<strong>on</strong>ceal from authorities his identity as an undercover DVBreporter.His c<strong>on</strong>victi<strong>on</strong> followed a 27-year jail term handed down <strong>on</strong> December30, 2009, <strong>to</strong> DVB reporter Hla Hla W<strong>in</strong>, who was similarly charged under<strong>the</strong> Electr<strong>on</strong>ics Act. She was first arrested <strong>on</strong> September 11, 2009, <strong>on</strong> herway back from a DVB report<strong>in</strong>g assignment <strong>in</strong> Pakokku Township <strong>in</strong> centralBurma, where she had c<strong>on</strong>ducted <strong>in</strong>terviews with Buddhist m<strong>on</strong>ks fora report <strong>on</strong> <strong>the</strong> sec<strong>on</strong>d anniversary of <strong>the</strong> 2007 upris<strong>in</strong>g.On April 15, authorities arrested DVB reporter Sithu Zeya while he wasfilm<strong>in</strong>g <strong>the</strong> aftermath of a bomb explosi<strong>on</strong> that killed n<strong>in</strong>e and <strong>in</strong>jured 170<strong>in</strong> <strong>the</strong> old capital, Rango<strong>on</strong>, dur<strong>in</strong>g a Buddhist New Year celebrati<strong>on</strong>. DVBsaid <strong>the</strong> 21-year-old reporter was <strong>to</strong>rtured while <strong>in</strong> police cus<strong>to</strong>dy and,under duress, c<strong>on</strong>fessed that his fa<strong>the</strong>r, Maung Maung Zeya, also workedsecretly as a DVB reporter. Maung Maung Zeya was arrested two days later<strong>in</strong> his Rango<strong>on</strong> home. The fa<strong>the</strong>r-s<strong>on</strong> report<strong>in</strong>g team was charged under<strong>the</strong> Unlawful Associati<strong>on</strong>s, Immigrati<strong>on</strong>, and Electr<strong>on</strong>ic acts and awaited acourt verdict <strong>in</strong> late year.On Oc<strong>to</strong>ber 13, Nyi Nyi Tun, edi<strong>to</strong>r of <strong>the</strong> local-language news publicati<strong>on</strong>Kandarawaddy, was sentenced <strong>to</strong> 13 years <strong>in</strong> pris<strong>on</strong> for “crimesaga<strong>in</strong>st <strong>the</strong> state.” He was c<strong>on</strong>victed of violat<strong>in</strong>g <strong>the</strong> Unlawful Associati<strong>on</strong>s,Immigrati<strong>on</strong> (Emergency Provisi<strong>on</strong>s), and Wireless Telegraphy acts,as well as o<strong>the</strong>r laws, accord<strong>in</strong>g <strong>to</strong> Mizzima, a Burmese exile-run newsagency based <strong>in</strong> New Delhi. After his arrest <strong>in</strong> Oc<strong>to</strong>ber 2009, authoritiesshut down his news journal, which operated <strong>in</strong> <strong>the</strong> country’s Kayah specialregi<strong>on</strong>.The government held nearly 2,200 political pris<strong>on</strong>ers throughout <strong>the</strong>year, accord<strong>in</strong>g <strong>to</strong> <strong>the</strong> Assistance Associati<strong>on</strong> for Political Pris<strong>on</strong>ers <strong>in</strong>Burma, a Thailand-based m<strong>on</strong>i<strong>to</strong>r<strong>in</strong>g organizati<strong>on</strong>.Cyber-attacks were launched <strong>on</strong> September 27 aga<strong>in</strong>st three exilerunBurma news outlets—Irrawaddy, Mizzima News, and DVB—rais<strong>in</strong>gquesti<strong>on</strong>s of government <strong>in</strong>volvement. The distributed denial-of-service(DDOS) attacks shut down Irrawaddy’s ma<strong>in</strong> website and temporarilyblocked access <strong>to</strong> Mizzima’s sites by overwhelm<strong>in</strong>g <strong>the</strong>ir servers withartificially created attempts <strong>to</strong> access <strong>the</strong>ir sites. Irrawaddy said <strong>in</strong> astatement that <strong>the</strong> attacks were more severe than those that forced its site<strong>to</strong> shut down for three days <strong>in</strong> 2008. Mizzima Edi<strong>to</strong>r-<strong>in</strong>-Chief Soe My<strong>in</strong>t<strong>to</strong>ld CPJ that most of <strong>the</strong> DDOS traffic appeared <strong>to</strong> have orig<strong>in</strong>ated fromtwo sites that his technical staff said were based <strong>in</strong> India.138
