Schedule 1 - Development Permit AreasSahali Commercial Area1.11 SAHALI COMMERCIAL <strong>DEVELOPMENT</strong> <strong>PERMIT</strong> AREAApplication: Category (b) Protection <strong>of</strong> development from hazardous conditions.(e) Form and character <strong>of</strong> intensive residential development.Area:A Development Permit shall be required for any improvements to a property,including alterations, additions, site design, landscaping, new construction,building permit or subdivision, for all commercial industrial, institutional ormultiple family residential development. Development Permits shall detail:parking, access and vehicular circulation, pedestrian circulation and access,landscaping, building elevations, site layout, and street enhancements.Sahali Commercial Development Permit Area are applicable to all propertieswithin the designated Development Permit Area as shown on the followingmap.Exemptions: Applications for the following shall not be required to apply for DevelopmentPermits:Implementation:• internal renovations, and• external renovations that do not change the form and character <strong>of</strong> thebuilding, or• external renovations which do not extend into hazardous areas.In accordance with By-law No. 5-1-2277, delegated authority to issue a Development Permitcan fall to the Development and Engineering Services Department for applications <strong>of</strong> aconstruction value <strong>of</strong> $250,000 or less, multiple family development <strong>of</strong> eight or fewer units,where variances to zoning regulations are not requested; where Development Permits onlypertain to site planning or landscaping; and/or where existing Development Permits are beingamended. Any other Development Permit applications that fall outside <strong>of</strong> these parameterswill require the approval <strong>of</strong> <strong>City</strong> Council.Justification:The Development Permit Area is located on Columbia Street in the lower Sahalineighbourhood. The Sahali Commercial Area has developed as one <strong>of</strong> the <strong>City</strong>'s majorcommercial districts. As well, some <strong>of</strong> the <strong>City</strong>'s major transportation corridors converge uponthis area. The <strong>City</strong>'s long-term plan is to ensure the viability <strong>of</strong> the commercial district whileprotecting the efficiency <strong>of</strong> the transportation system.New developments must provide careful site planning to ensure that the transportationnetwork functions at a high standard. New development is also to be <strong>of</strong> a high developmentstandard to provide a positive impression <strong>of</strong> this gateway to the <strong>City</strong> centre and ThompsonRivers University and to reflect the existing development standard <strong>of</strong> the Sahali CommercialDistrict. The subject properties also link major development cells such as the ThompsonRivers University, Columbia Place, and the Sahali Centre Mall.
