2011 IN REVIEW:<br />

In 2011, <strong>the</strong> relationship between Spa<strong>in</strong> and <strong>the</strong> EU<br />

was largely based on <strong>the</strong> economy. The <strong>in</strong>ternational f<strong>in</strong>ancial<br />

crisis and <strong>the</strong> sovereignty debt crisis <strong>in</strong> Spa<strong>in</strong> were at<br />

<strong>the</strong> forefront <strong>of</strong> EU considerations. While <strong>the</strong> Spanish<br />

Prime M<strong>in</strong>ister did not request a bailout, <strong>the</strong> EU was concerned<br />

it would have to help consolidate Spa<strong>in</strong>’s debt<br />

which would have essentially crippled <strong>the</strong> EMU along with<br />

<strong>the</strong> EU. Despite be<strong>in</strong>g straddled with one <strong>of</strong> <strong>the</strong> largest<br />

debts <strong>in</strong> Europe as well as <strong>the</strong> highest unemployment rate<br />

<strong>of</strong> any o<strong>the</strong>r EU member, Spa<strong>in</strong> was able to improve its<br />

economy by <strong>the</strong> end <strong>of</strong> <strong>the</strong> fiscal year. Largely due to EU<br />

deliberations and <strong>the</strong> Lisbon Treaty, Spa<strong>in</strong> was forced to<br />

actively seek new ways <strong>of</strong> improv<strong>in</strong>g its economy as well as<br />

to suggest new ways to help improve <strong>the</strong> Euro and thus <strong>the</strong><br />

economy <strong>of</strong> <strong>the</strong> union. The EU was not optimistic <strong>in</strong> Spa<strong>in</strong>’s<br />

economic recovery, especially after its credit rat<strong>in</strong>g downgrade<br />

by Moody. The Spanish government rema<strong>in</strong>ed optimistic<br />

<strong>in</strong> its belief <strong>of</strong> a recover<strong>in</strong>g economy. Spa<strong>in</strong> not only<br />

did not request a bail out from <strong>the</strong> EU, but it managed to<br />

<strong>in</strong>crease <strong>the</strong> m<strong>in</strong>imum wage and boost pensions by <strong>the</strong> end<br />

<strong>of</strong> 2011. Particularly, <strong>the</strong> ma<strong>in</strong> economic concern <strong>the</strong> EU<br />

had with regards to Spa<strong>in</strong> was <strong>the</strong> sovereign debt crisis and<br />

<strong>the</strong> “download<strong>in</strong>g” <strong>of</strong> this debt on <strong>the</strong> private sector while<br />

try<strong>in</strong>g to ref<strong>in</strong>ance <strong>the</strong> bank<strong>in</strong>g system. This consideration<br />

dom<strong>in</strong>ated <strong>in</strong> Lisbon Treaty deliberations and detracted<br />

from Spa<strong>in</strong>’s usual zeal <strong>in</strong> pressur<strong>in</strong>g <strong>the</strong> EU to get <strong>in</strong>volved<br />

with <strong>the</strong> ongo<strong>in</strong>g problems <strong>in</strong> Mediterranean and Arab<br />

countries.<br />

Ano<strong>the</strong>r important topic relates to Spa<strong>in</strong>’s high unemployment<br />

rates and its <strong>in</strong>fluence on <strong>the</strong> country’s attempt<br />

to close its labour market to workers from Romania.<br />

This was chiefly motivated by <strong>the</strong> government’s desire to<br />

protect its economy and decrease <strong>the</strong> unemployment rate.<br />

Also noteworthy is <strong>the</strong> fact that while hav<strong>in</strong>g Europe’s<br />

largest fish<strong>in</strong>g <strong>in</strong>dustry, <strong>the</strong> lack <strong>of</strong> any Spanish restructur<strong>in</strong>g<br />

<strong>of</strong> this <strong>in</strong>dustry to ensure preservation, prompted <strong>the</strong><br />

EU to <strong>of</strong>fer potential solutions for <strong>the</strong> amelioration <strong>of</strong> <strong>the</strong><br />

situation. Despite many o<strong>the</strong>r crucial issues, such as <strong>the</strong><br />
