BACKGROUND:<br />

In 2008, <strong>the</strong> EU and Ukra<strong>in</strong>e launched <strong>the</strong> Association<br />

Agreement negotiations. Dur<strong>in</strong>g <strong>the</strong> fifteenth EU-<br />

Ukra<strong>in</strong>e Summit <strong>the</strong> European Council President Herman<br />

Van Rompuy stated that “<strong>the</strong> support <strong>of</strong> European public<br />

op<strong>in</strong>ion to Ukra<strong>in</strong>e's political association and economic <strong>in</strong>tegration<br />

to <strong>the</strong> EU is an important asset.” 1 However, recent<br />

political events <strong>in</strong> Ukra<strong>in</strong>e resulted <strong>in</strong> <strong>the</strong> follow<strong>in</strong>g<br />

statement: “The perceived deterioration <strong>of</strong> <strong>the</strong> quality <strong>of</strong><br />

democracy and <strong>the</strong> rule <strong>of</strong> law <strong>in</strong> Ukra<strong>in</strong>e has a direct impact<br />

<strong>in</strong> our Member-States, <strong>in</strong> our public at large, and <strong>in</strong> <strong>the</strong><br />

European Parliament.” 2<br />

MEDIA SOURCES:<br />

Ukra<strong>in</strong>e’s news media field is dom<strong>in</strong>ated by television as<br />

<strong>the</strong> primary source <strong>of</strong> <strong>in</strong>formation for most <strong>of</strong> <strong>the</strong> population.<br />

Ukra<strong>in</strong>e’s media watchdog <strong>Media</strong>sapiens has published<br />

a report <strong>in</strong>dicat<strong>in</strong>g <strong>the</strong> numbers <strong>of</strong> media standard<br />

violations and censored TV news reports. 1+1 scored as <strong>the</strong><br />

second channel with <strong>the</strong> greatest number <strong>of</strong> <strong>in</strong>stances <strong>of</strong><br />

censorship. 3 In general, <strong>the</strong> current regime and its representatives<br />

have dom<strong>in</strong>ated TV news commentaries and<br />

very little time has been afforded to <strong>the</strong> opposition. 4 Moreover,<br />

<strong>in</strong> 2005 <strong>the</strong> current Head <strong>of</strong> <strong>the</strong> State Security Service<br />

<strong>of</strong> Ukra<strong>in</strong>e bought 61% <strong>of</strong> <strong>the</strong> channel Inter. Concerns regard<strong>in</strong>g<br />

<strong>the</strong> transparency <strong>of</strong> <strong>the</strong> transaction 5 and <strong>the</strong> new<br />

owner’s conduct 6 have been raised.<br />

Podrobnosti, gets over 13.4 million hits a month 8. The website<br />

also has an RSS feed runn<strong>in</strong>g non-stop.<br />
