But this is largely due to want ofsecurity.In <strong>the</strong> Peloponnesus, where brig<strong>and</strong>agehas not been heard of s<strong>in</strong>ce 1847, <strong>and</strong> where apeaceful population dwells <strong>in</strong> full assurance ofimmunity from attack, one does come acrossisolated households, not <strong>in</strong>frequently. The urbanproclivities of Greek l<strong>and</strong>ed proprietors have resulted<strong>in</strong> <strong>the</strong> division of estates <strong>in</strong>to small hold<strong>in</strong>gs.But this is not yet <strong>the</strong> case <strong>in</strong> Thessaly,though <strong>the</strong> Government is alive to <strong>the</strong> need of it,<strong>and</strong> is consider<strong>in</strong>g schemes of expropriation, <strong>and</strong><strong>the</strong> creation of homesteads with plots for <strong>the</strong>cultivation of vegetables <strong>and</strong> fruit. Both arealmost unknown at present, to <strong>the</strong> prejudice of<strong>the</strong> public health. Thessaly can never becomeso pleasant a habitat as Sou<strong>the</strong>rn <strong>Greece</strong>, ow<strong>in</strong>gto climatic conditions. The summers are parch<strong>in</strong>g<strong>and</strong> ra<strong>in</strong>less, <strong>and</strong> <strong>the</strong>re is a scarcity of water.The w<strong>in</strong>ters are severe. The temper<strong>in</strong>g <strong>in</strong>fluenceof <strong>the</strong> sea breeze is shut out by <strong>the</strong> girdle ofmounta<strong>in</strong>s surround<strong>in</strong>g <strong>the</strong> pla<strong>in</strong>.Malarial feveris prevalent, <strong>and</strong> its effects are seen <strong>in</strong> <strong>the</strong> sallowcomplexions, hollow cheeks, <strong>and</strong> listless movementsof <strong>the</strong> people, whose poor <strong>and</strong> monotonousdietary does not afford <strong>the</strong>m sufficient vitality tocombat <strong>the</strong> scourge.Political <strong>and</strong> economic conditions,moreover, have contributed to sap <strong>the</strong>irenergy. Spoliation <strong>and</strong> <strong>in</strong>security have been<strong>the</strong>ir lot for centuries.
