PUBLIC LIFE 277government acted as a corrective, <strong>and</strong> nei<strong>the</strong>r evilis so accentuated at present, though both exist.Under <strong>the</strong> Constitution of 1864, <strong>the</strong> K<strong>in</strong>g of<strong>the</strong> Hellenes appo<strong>in</strong>ts <strong>the</strong> Prime M<strong>in</strong>ister <strong>and</strong>chooses <strong>the</strong> members of <strong>the</strong> Cab<strong>in</strong>et, <strong>and</strong> he haspower to dismiss <strong>the</strong>m. He can also prorogue orsuspend Parliament. On <strong>the</strong> o<strong>the</strong>r h<strong>and</strong>, no actof <strong>the</strong> K<strong>in</strong>g is valid unless countersigned by aM<strong>in</strong>ister, who <strong>the</strong>reby renders himself responsible. When <strong>the</strong> reign of K<strong>in</strong>g George comes to beviewed <strong>in</strong> <strong>the</strong> cold light of history, <strong>the</strong> verdict ofposterity will be that he accomplished a very difficulttask wisely <strong>and</strong> with consummate patience. Pr<strong>in</strong>ce Alfred, <strong>the</strong>n a midshipman<strong>in</strong> <strong>the</strong> Royal Navy, had been chosen by anenormous majority, 230,016 votes out of a totalof 241,202. This was ratified by <strong>the</strong> NationalAssembly less than a month before <strong>the</strong> election of<strong>the</strong> young Pr<strong>in</strong>ce of Denmark, who had receivedsix votes <strong>in</strong> <strong>the</strong> same plebiscite. Pr<strong>in</strong>ce Alfredwas <strong>in</strong>eligible by <strong>the</strong> terms of a treaty previouslyentered <strong>in</strong>to by Engl<strong>and</strong>, France, <strong>and</strong> Russia, which conta<strong>in</strong>ed a provision that no member of<strong>the</strong> reign<strong>in</strong>g houses of those Powers should sit on<strong>the</strong> Hellenic throne. There were, of course, o<strong>the</strong>rreasons which rendered it <strong>in</strong>advisable, but this wasa conclusive one.
