• In SENV, in which, at the end of 2003, it was responsible<br />

<strong>for</strong> the supply of 1 404 of 1 919 customers that had<br />

subscribed to the SENV. On the generation side, the<br />

emphasis is on the construction by Termoeléctrica do<br />

Ribatejo (TER) of a new natural gas combined-cycle<br />

power <strong>plan</strong>t designed to operate within the SENV that<br />

is <strong>plan</strong>ned to come on stream in stages between <strong>2004</strong><br />

and 2006; and<br />

• The PRE, in which it has sought to encourage electricity<br />

generation based on mini-hydroelectric, cogeneration<br />

and renewable energy <strong>plan</strong>ts.<br />

Regulation<br />

• Service Quality<br />

During 2003, the Direcção Geral de Energia (DGE)<br />

published new Service Quality Regulations (RQS),<br />

which mainly differed from the previous ones in the<br />

provisions concerning service continuity standards, the<br />

method of calculation and payment of compensations,<br />

the establishment of complementary rules and the<br />

specification of recurrent procedures regarding the<br />

presentation of complaints;<br />

• Opening up of the Markets<br />

In accordance with Directive 2003/54/EC, of June 26,<br />

which establishes common rules <strong>for</strong> the Internal<br />

Electricity Market, the Member States must ensure that<br />

their markets are open in respect of at least 34.53% of<br />

national annual consumption.<br />

The eligibility thresholds, which came into effect on<br />

January 1, 2002, extended the possibility of access to the<br />

SENV to all customers connected at medium, high and<br />

very high voltage.<br />

This is a potential group of about 21 300 customers with<br />

the consumption of approximately 20 900 GWh,<br />

accounting <strong>for</strong> about 48.5% of electricity consumption<br />

based on to emission.<br />

By December 31, non-binding customer (CNV) status<br />

had been granted to 2 620 customers, corresponding to<br />

12.3% of the number of potentially eligible installations.<br />

Of the 2 620 customers with non-binding customer<br />

status existing in December, 1 919 left the SEP, whose<br />

consumption totalled 4 048 GWh, or about 10.4% of<br />

total supplies by <strong>EDP</strong> Distribuição.<br />

• Evolution of Tariffs over Time<br />

Over the past seven years, average electricity selling<br />

prices have suffered an average annual decrease, in real<br />

terms, of about 3.0% in low voltage and 4.7% in the<br />

other voltages taken together.<br />
