Energy Balance<br />
Consumption based on to emission (energy emitted to the<br />
transport network) grew by 5.9% in 2003 compared with<br />
2002, a growth significantly higher than the figure of 1.6%<br />
in 2002.<br />
Due to the considerable rainfall during the year (a<br />
hydroelectric coefficient of 1.33 in 2003 compared to 0.76<br />
in 2002), hydroelectric generation was more than twice<br />
that in 2002, with a corresponding decrease in thermal<br />
generation. The Ribatejo thermoelectric power station<br />
came on stream in 2003, with a contribution of 203 GWh<br />
to total generation.<br />

Distribution Business<br />
The overall volume of energy distributed in 2003 grew by<br />
more than 5%. This growth was driven by the good<br />
weather conditions, since, according to REN, excluding<br />
this effect and the effect of the number of working days,<br />
the increase would have been lower by 1.6%. Attention is<br />
also drawn to the sharp growth of supplies in very high<br />
tension, mainly the result of changes to the manufacturing<br />
process of one of the customers. On the other hand, there<br />
was a sharp increase in the reception of energy from<br />
Special Regime Producers, which, in the case of<br />
cogeneration, was mainly the result of the large number of<br />
cogenerators opting to sell to the SEP the whole of the<br />
energy generated at their <strong>plan</strong>ts in the wake of Order-in-<br />
Council 399/2002. This effect caused an increase of about<br />
1% of the consumptions fed by the <strong>EDP</strong> Distribuição<br />
network, to the detriment of own-consumption.<br />
Following the liberalisation process there has been<br />
considerable growth of the number of customers<br />
subscribing to the SENV. Consequently, electricity sales to<br />
SEP customers declined by about 3%.<br />
Telemetering equipment to be installed at all medium<br />
voltage customers was acquired through an international<br />
procurement process <strong>for</strong> tenders. The campaign to<br />
systematically install this equipment, in compliance with<br />
the order issued by ERSE, began in May 2003.<br />
<strong>EDP</strong> Distribuição continued to implement the Geo<strong>EDP</strong><br />
Programme directed at the management of spatial<br />
in<strong>for</strong>mation and systems integration.<br />
Binding Supply Business<br />
The liberalisation of the energy market determined the<br />
necessary adaptation to the new reality. <strong>EDP</strong> Distribuição<br />
there<strong>for</strong>e made significant investments in improving the<br />
quality of the commercial service and of its relations with<br />
customers, thus promoting its image and the degree of<br />
satisfaction of its <strong>business</strong> partners.<br />
The spirit of openness in contacts with the National<br />
Association of Portuguese Municipalities and the capacity<br />
demonstrated in responding to questions posed by local<br />
authorities, both of an institutional nature and arising<br />
from the concession contracts, allowed the renovation of<br />
95% of these contracts by the end of 2003.<br />
In<strong>for</strong>mation to be provided to customers was also subject<br />
to special care, and invoices now contain regular, ongoing<br />
in<strong>for</strong>mation and/or promotional messages, related<br />
particularly to available means of payment and the<br />
changes made to invoices in the wake of the full<br />
implementation of the new commercial system. This<br />
called <strong>for</strong> a major investment to allow <strong>EDP</strong> to prepare <strong>for</strong><br />
the <strong>for</strong>eseeable changes that will take place in the energy<br />
market.
