The NPC has obtained all the statutory clearances for beginning construction of<br />

Kudankulam-3 &4. It has also completed grading and leveling of the site for these two units. NPC<br />

was hoping to finalise the agreement during Russian President Dmitry Medvedev's visit to India in<br />

December 2010, so as to begin construction of the reactors in 2011 cdxxiii , but this has got stalled over<br />

Russian objections to India's nuclear liability law.<br />
