City Clerk File No. Res. 09-894Agenda No.lO.WApproved: OCT 28 2009TITLE:oRESOLUTION AUTHORIZING THE CITY OF JERSEY CITY TO APPLY FOR A NJDEP GRANT FORTHE PURPOSES OF CONDUCTING A PLANNING STUDY FOR A HISTORIC TROLLEY SYSTEMWITHIN LIBERTY STATE PARK~~PORA'l13 "'~WHEREAS, the City of Jersey City in conjunction with the County of Hudson and incooperation with the Liberty Historic Railway Association desires to apply for and obtain agrant from the NJ Department of Environmental Protection to conduct a study for a historictrolley system within Liberty State Park; andWHEREAS, the City of Jersey City desires to improve circulation and transportation optionswithin and immediately adjacent to Liberty State Park; andWHEREAS, the City of JerseyCity has been working with Liberty State Park offcials and otherpark stakeholders to investigate a historic trolley within the park; andWHEREAS, the provision of a historic trolley system would require significant study andplanning in order to obtain permits, agency approvals and capital financing; andWHEREAS, the New Jersey Department of Environmental Protection's Local GovernmentGreenhouse Gas Reduction Grant Program may provide funds for conducting such studies andplanning; andWHEREAS, the application for said grant requires that an eligible local government agencyauthorizes the filing of the application and identify the individual authorized to execute afunding agreement;THEREFORE BE IT RESOLVED, that the Municipal Council ofthe City of Jersey City authorizesthe filing of an application for a grant from the New Jersey Department of EnvironmentalProtection, Local Government Greenhouse Gas Reduction Grant Program for the purposes ofplanning and studies related to a historic trolley system in Liberty State Park, andBE IT FURTHER RESOLVED, that the Municipal Council of the City of Jersey City authorizes theMayor and/or the Business Administrator to execute any funding agreement relating to thisgrant application with the New Jersey Department of Environmental Protection.~~MAPPROVCorporation CounselCertification Required NtR 0 equire . d 0APPROVED 9-0RECORD OF COUNCIL VOTE ON FINAL PASSAGE 10/28109COUNCILPERSON AYE NAY N.V.
