1.4 THE GENERAL COUNCILThe General Council is composed <strong>of</strong> <strong>the</strong>President and <strong>the</strong> Vice-President <strong>of</strong> <strong>the</strong> ECBand <strong>the</strong> governors <strong>of</strong> <strong>the</strong> NCBs <strong>of</strong> all 27 EUMember States. It mainly carries out those taskstaken over from <strong>the</strong> EMI which still have to beperformed by <strong>the</strong> ECB on account <strong>of</strong> <strong>the</strong> fact thatnot all <strong>the</strong> Member States have adopted <strong>the</strong> euro.In <strong>2008</strong> <strong>the</strong> General Council met five times.Front row (left to right):Marko Kranjec,John Hurley,Michael C.
