Per Annum - 1.5 days (12 hours) of personal/sick leave.Contractual employees shall not receive a cash payment for working a holiday.V. Annual Leave.A. Rates of Earning Annual Leave.1. Full-time contractual employees are eligible to receive the followingcompensation:a. Per Annum - 6 days (48 hours) of annual leave.b. Accrual Rate - .5 days per month commencing on the date ofemployment.2. Part-time contractual employees are eligible to receive the followingcompensation:a. Per Annum - 3 days (24 hours) of annual leave.b. Accrual Rate - .25 days per month commencing on the date of employmentB. Availability. Leave must be approved in advance by the supervisor or designee inaccordance with guidelines established by the supervisor.C. Unused Annual Leave. All unused annual leave shall be forfeited upon the employee’sseparation from University service.VII. Effective Date. The holiday leave component of this policy becomes effective on February 16,2000. The annual and personal/sick leave component will become effective July 1, 2000. The Presidentwill develop and adopt personnel procedures consistent with this policy.

COMMITMENT OF THE INSTITUTIONA faculty member who accepts an appointment at Morgan State University makes a majorprofessional commitment to the mission and goals of the institution and its students withthe essential components of instruction; student direction and advisement; research;professional, public and institutional service; and administration. These vary in theirrelative distribution of time according to the particular talents and interests of the facultymember and the needs of the academic unit as determined by the department chair or otherresponsible administrator.Consulting or professional services rendered within the University during anappointment period may not carry a stipend except with the advance approval ofthe President or his designee.II.EXTERNAL COMMITMENTSA. Professional Consulting1. Consulting or professional services which carry a stipend and are rendered toanother State agency in Maryland require the advance approval of the President ordesignee.2. A faculty member may not make substantial use of the physical resources of hisor her institution in connection with consulting activities unless the institution isreimbursed in accordance with prior arrangements or unless the President or designeewaives such reimbursement.3. A faculty member shall not convey endorsement by the University of therecommendations or results from his or her consulting activities and must include astatement in any document, which reports the results or recommendations of theconsulting activities, that the contents of the reports or recommendations are notnecessarily those of Morgan State University.4. No individual shall enter into an agreement in the pursuit of consulting serviceswhich conflicts with the University’s policies on intellectual property without thewritten waiver or consent of the President or designee.B. Conflict of Interest and/or CommitmentAlthough external activities enhance the University, they also bring with them thepotential for conflicts of interest and conflicts of commitment. A conflict of interestarises when the faculty member influences, or is in a position to influence, theinstitution’s decisions for personal financial gain or benefit. A conflict of commitmentsituation arises when outside activities substantially interfere with the person’sobligation to students, colleagues, or the institution.1. It is recognized that some situations carry the potential for conflict, while notmanifesting an actual conflict because of careful attention to ethics on the part ofthe faculty member and the institution.
